Assignment title: Consulting services for conducting job readiness skills development for people with limited mobility

The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and IТ” LLC as the Implementing Agency, intends to use part of the funds to pay for consulting services for job readiness skills.

The objective of this consultancy is to organize and deliver job readiness training sessions for individuals with disabilities (specifically for those with limited mobility) across fourteen (14) regions of Uzbekistan — namely Andijan, Bukhara Jizzakh, Kashkadarya, Navoi, Namangan, Samarkand, Surkhandarya, Syrdarya, Tashkent city, Fergana Khorezm, Karakalpakstan and Tashkent region. The program aims to train at least 700 participants with disabilities, aged 18 to 30 (50 percent of participants shall be women), equipping them with essential job readiness set of skills to enhance their employability in the job market.

The consulting services (“the Services”) include, but are not limited to:

• Preparation of learning materials;
• Organization of the training sessions in the regions;
• Promotion and participant recruitment;
• Implementation of training;
• Graduate employment support;

The consulting services are expected to last approximately 7 months.

“Administration of Technology Park of Software and IТ” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Guidelines for IPF Borrowers, Fifth Edition, September 2023 (the "Procurement Guidelines"), which sets forth the World Bank"s conflict of interest policy.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Guidelines and based on the following criteria:

1) General Experience

a) The firm must be a legally registered entity that is eligible to operate in the Republic of Uzbekistan. (Evidence: registration certificate).

b) Experience in managing and coordinating multi-regional training programs (covering at least 3 regions) involving complex logistics and stakeholder coordination, preferably within Uzbekistan or similar contexts. (Evidence: portfolio, contracts, references).

2) Specific Experience

a) A demonstrated track record of successfully completing at least 2 assignments in the past 5 years related to training, education job readiness or employability programs.

At least one of these assignments must be involved training or capacity-building activities for people with disabilities.

Evidence must be provided through contracts, completion certificates, or client references explicitly confirming the target groups and services delivered.

3) Technical Capacity

a) Demonstrated ability to ensure accessible training delivery, adapted training materials, and other accommodations for participants with disabilities. (Evidence: sample materials, project descriptions, client confirmations).

4) Financial Capacity

a) Minimum average annual turnover of USD 50,000 (or equivalent in local currency) during one of the last three fiscal years.

The qualifications and experience of Key Experts shall not be included.
