The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for consulting services.
The assignment objective
In broader program objectives, the goal of the Skill & Business Hour program is to:
Conceptually, embed practical, skills-based training within the Youth Technopark ecosystem to foster an inclusive environment for innovation and entrepreneurship.
Functionally, launch the Skill & Business Hour as a learn-by-doing initiative to cultivate creativity and entrepreneurial mindsets by providing the participants with hands-on experience in entrepreneurship, design thinking, adaptive learning, and fundamentals of electronics and IoT.
Operationally, establish innovation labs at Youth Technoparks to deliver targeted training and skills development, implement a robust selection process for mentors and trainers, identify and support top-performing startups through a competitive process, and ensure the Youth Technoparks serve as inclusive hubs empowering diverse communities across Uzbekistan.

The Modernizing Uzbekistan’s National Innovation System Project Implementation Unit under the now invites Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
