Assignment Title: Strengthening of Legal, Regulatory and Institutional Framework for Social Services, including Tools and Guidelines to Support their Implementation in the Country

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Strengthening of Legal, Regulatory and Institutional Framework for Social Services, including Tools and Guidelines to Support their Implementation in the Country. Inter-alia, the Consultant shall:

• Perform comprehensive needs assessment of the social services in Uzbekistan
• Propose social services’ concepts, develop operational guidelines and social services programmes
• Develop national social service standards: minimum quality standards and methodology and estimates of cost standards for social services; propose minimum quality standards for prosthetic and orthopedic products and technical rehabilitation equipment; build capacity of the National Agency for Social Protection’s core staff responsible for development and application of quality and cost standards for social services
• Propose authorization (licensing, accreditation or permitting) system for service providers
• Develop a Social Code comprising all pieces of legislation in the field of social protection adopted for the past 35 years in Uzbekistan.

It is envisioned that major tasks will be addressed in parallel. The overall implementation period of assignment should be up to 36 months. Expected start date of assignment: February 2026.

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (including description of relevant assignments and references from previous clients) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• At least 4 (four) references of experience on consultancy in legal regulatory framework in social, labor, qualification or education sectors for the last 7 years in Uzbekistan and Central Asia or post-soviet countries or Eastern Europe or Caucasus.
• An institutional track record of successfully providing high-level expert advice to Governments and international organizations in the field of public sector policy. Experience in Central Asia and Uzbekistan is a valuable asset.
• Consultant’s overall technical and managerial capability. Physical presence in Uzbekistan is highly desirable.
• Consultant (including all joint venture members) shall have sound financial position, which should be demonstrated by audited financial statements (or, if not required by the laws of the Consultant’s country, balance sheets verified by tax authorities, or similar documents) for the past 03 financial years.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” issued September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality- and Cost- Based Selection (QCBS) method set out in the Procurement Regulations.
