Selection of Individual Consultant (IC) on strategic coordination and support in reforming social service delivery I. Background
The Republic of Uzbekistan has received financing from the World Bank (WB) in the amount equivalent to US$102 million for the implementation of the project “Innovative Social Protection System for Inclusion of Vulnerable Populations in Uzbekistan” (INSON). This project will be co-financed by the Early Learning Partnership Multi-Donor Trust Fund (ELP MDTF). The National Agency for Social Protection under the President of the Republic of Uzbekistan (NASP) is the Implementing Agency (IA) for the project implementation. The day-to-day management of the project implementation is entrusted to the Project Implementation Unit (PIU) established under the NASP. The project will be implemented in close cooperation with various government agencies, non-governmental organizations and Uzbekistan"s international development partners.
The project aims to improve access of vulnerable population to better quality social services and benefits. The project beneficiaries are: (a) beneficiaries of social services provided in the
project-financed Territorial Social Service Centers (TSSCs) and other service providers regulated and licensed on the basis of legislation, procedures and standards developed under the project;
(b) victims of gender-based violence; (c) victims of floods or heat waves exacerbated by climate change; (d) vulnerable individuals and families registered in the Unified Social Protection
Platform (USPP), including those located in areas prone to climate change; and (e) victims of violence against women.
II. Objectives of the Assignment

Agency is looking for an individual expert who will support the Agency in coordinating, validating and supporting Agency’s key staff in reviewing, suggesting areas for improvement, accepting and implementing outcomes/deliverables produced by consulting firm.
In order to strengthen legal, regulatory and institutional framework for social services, including tools and guidelines to support their implementation in Uzbekistan, Agency is planning to engage a consulting firm that would overall focus on the following six objectives:
assessing current social services framework: to conduct a comprehensive assessment of the existing social services delivery framework in Uzbekistan. This includes evaluating the effectiveness and efficiency of current services, identifying gaps in service provision, and understanding the challenges faced by both service providers and beneficiaries. The assessment will involve stakeholder consultations, data analysis, and policy reviews to ensure a nuanced understanding of the situation. This foundational knowledge is crucial to inform the subsequent reforms and align them with the needs of the populations served.
enhancing stakeholder coordination: to enhance coordination among various stakeholders involved in social services delivery, including government agencies, non-governmental organizations (NGOs), and community-based organizations. The exercise will focus on establishing a collaborative framework that encourages communication, resource sharing, and joint planning. By fostering partnerships and creating channels for stakeholder engagement, the reform process can become more inclusive and responsive to the needs of different communities. Improved coordination is expected to lead to a more integrated approach to service delivery, reducing redundancies and enhancing the overall impact of social services.
identifying best practices and innovations: to identify best practices and innovative solutions from both local and international contexts that can be adapted to Uzbekistan’s social services landscape. This involves researching successful reforms and programs implemented in similar socio-economic environments, as well as exploring new technologies and methodologies that facilitate effective service delivery. By leveraging these insights, the assignment seeks to propose evidence-based recommendations that draw from proven strategies, ensuring that the reform efforts are both practical and tailored to Uzbekistan"s unique circumstances.
developing concepts, guidelines and operating procedures, quality and cost standards: based on needs assessments and required actions for transforming the social services delivery system. These documents will serve as guiding tools for social service providers and practitioners, implementers.
capacity building for implementation: to ensure the successful implementation of reforms, the assignment will emphasize the importance of capacity building for service providers and relevant stakeholders. This includes developing training programs, workshops, and resources that enhance the skills and knowledge of those involved in social service delivery. By empowering personnel with the necessary competencies, the reforms are more likely to be effectively implemented on the ground. Enhanced capacity will also foster a culture of continuous improvement and adaptability, enabling service providers to respond to emerging needs and challenges effectively.
monitoring and evaluation framework: to establish a robust monitoring and evaluation (M&E) framework that tracks the progress and impact of the reforms over time. This framework will outline specific indicators for assessing the performance of the social services delivery system, including indicators related to accessibility, quality, and satisfaction among beneficiaries. The M&E framework will facilitate ongoing learning and adaptation of key documents developed, ensuring that the reform process remains dynamic and responsive to feedback. By embedding an M&E system, stakeholders can make data-informed decisions that enhance accountability and transparency in the social services sector.
The individual expert will also support Agency in cost estimates for large-scale reforms and sector specific innovations in the area of social protection based on big data, modeling and calculations; review and support in developing surveys forms, interviews and focus groups discussions focusing on evidence-based research methods in the social sphere; inform programme-based budgeting elements in social protection.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
