1. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan Project, and intends to apply part of the proceeds toward payments under the Contract for Energy Efficiency Measures for CEBU Buildings in Tashkent Region.
2. The PIU “Energy Efficiency Measures for CEBU Buildings in Tashkent Region” now invites sealed Bids from eligible Bidders for development of design documentation and reconstruction in the Tashkent region. It is planned to design and reconstruct buildings in the following areas of the Tashkent region: Angren (Kindergarten-21; Republican Specialized Narcology Scientific-Practical Medical center; School 07); Kibray (School 1; Kindergarten 11); Nurabad (Physical Therapy and Tuberculosis Hospital); Ohangaran (School 12; School 13; School 19); Urtachirchik (School 56); Yangiyul (Kindergarten 1; Kindergarten 6; Kindergarten 9; Kindergarten 10; Kindergarten 12; School 17; School 41; School 42; School 50; School 57); Yukachirchik district (Kindergarten 3; School 4; School 6; School 8; School 10; School 17; School 28; School 41); Zangiota (Zangiota hospital; School 6). Information about the reconstruction sites is provided in the bidding document.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 (Amended February 2025) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70 %.
5. Interested eligible Bidders may obtain further information from PIU “Clean Energy for Buildings in Uzbekistan” and inspect the bidding document during office hours 09-00 to 17-00 hours, Tashkent time at the address given below.
6. The bidding document in English may be received by interested eligible Bidders upon the submission of a written application to the address below or via e-mail to: procurement@cebu.uz. The document will be sent by email.
7. Bids must be delivered to the address below on or before October 13th, 2025, 15-00 Tashkent time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Tashkent, Yunusabad district, Niyazbek Yuli street, building 1, October 13th, 2025, 15-00 Tashkent time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
