REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

Assignment Title: Consultancy services support the development and implementation of a new model of INNOWEEK-2025.
Reference No.: MUNIS/CS/CQS/31.
The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan National Innovation System (MUNIS)” Project, and intends to apply part of the proceeds for Consultancy Services for the Creation of a media platform on innovation and startups in Uzbekistan.
The Project Implementation Unit under the Agency for Innovative Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA)
The Consulting Firm will be selected in accordance with the Consulting Firm’s qualifications based selection (CQS) Methodology, according to the Bank’s “Procurement Regulations for IPF Borrowers” Procurement of Consulting Services is carried out in accordance with the Procurement Manual of Procurement Regulations for IPF Projects (2016) revised and updated February 2025 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org
The Consulting Firm is required to have the necessary human resources, including specialists with advanced professional expertise and qualifications relevant to the delivery of services and must assign qualified professionals with proven experience that aligns with the project’s objectives. To guarantee the highest standard of service, the team should comprise at least four (4) experts: one (1) international and three (3) local specialists.
To be selected, Consultant Company shall meet the following qualification requirements:
• At least 3 years’ experience in organizing and conducting similar events (international events, conferences, or exhibitions) and content creation.
• The general experience in working with the innovation and technology industry for at least 3 years.
• Successful experience in completing at least 2 similar tasks implemented by the Consultant over the past 3 years.
• Experience in working with projects financed by an international donor organization.
The technical proposal shall meet the following requirements for methodology/work plan and key personnel. The following range of scores should be defined considering three sub-criteria and corresponding percentage weights:

Master’s degree in economics, management, or a relevant discipline. Knowledge of English and Uzbek is required. Knowledge of the Russian language will be an advantage. Proven skills in project management, teamwork, and business communication. |
Knowledge of Uzbekistan’s STI development policy agenda and regulatory framework. Knowledge of the MUNIS Project and its regulatory framework (objectives, tasks, and regulations). |
At least 5 years of experience in the design and implementation of complex STI promotion projects, state programs, or the organization of international forums in the Central Asia countries. At least 5 years of experience in providing consulting on STI for government institutions in Uzbekistan. |

International Consultant (20 score) |
Master’s degree in economics, management, or a relevant discipline. Knowledge of English and Russian is required. Knowledge of the Uzbek language will be an advantage. Proven ability to ensure efficient planning, execution, and monitoring of business events. |
Knowledge of working in multicultural and international environments, demonstrating cultural sensitivity and adaptability. Knowledge of marketing and promotional strategies implementation to media coverage of international forum-related activities. |
At least 3 years of experience in the design and implementation of complex STI promotion projects or state programs. At least 3 years of experience in organizing business events in terms of event planning, program development, participants and speakers’ engagement. |

Local Consultant (15 score) |
Higher education in economics, management, or a relevant discipline. Knowledge of Uzbek and English is required. Knowledge of the Russian language will be an advantage. Proven skills in project management, teamwork, and business communication. |
Knowledge of the regulatory framework for STI, in terms of R&D results promotion and technology commercialization. |
At least 2 years of experience in implementing a similar project. Experience in interacting and communicating with international organizations and business sectors. |

Local Assistant Consultant (10 score) |
Higher education in economics, management, or a relevant discipline. Knowledge of Uzbek is required. Knowledge of English and the Russian language will be an advantage. Proven skills in project management, teamwork, and business communication. |
Knowledge of the regulatory framework for STI, in terms of R&D results promotion and technology commercialization. |
Experience in implementing a similar project. Experience in interacting and communicating with government institutions and research organizations. |
To confirm the compliance of specialists/experts with the above requirements, a potential consulting firm will provide letters of recommendation or reviews or resumes of specialist/experts, copies of diplomas, certificates, and other documents confirming the professional qualifications of specialists/experts and their work experience, as well as copies of other documents, confirming work experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised
in February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
