Assignment Title: Consultant for MTR Dialogue Facilitation and Memo Finalization

The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building Project. The Ministry of Preschool and School Education of the Republic of Uzbekistan (“the Implementing Agency”) intends to apply part of the proceeds to hire an Individual Consultant to carry out the facilitation of the Mid-Term Review (MTR) dialogue process and the drafting and finalization of the MTR Memo in line with Global Partnership for Education (GPE) guidelines.

The objective is to provide expert support in reviewing, validating, and finalizing the Uzbekistan Mid-Term Review (MTR) process, culminating in the preparation of a high-quality Mid-Term Review Memo and related documentation in line with GPE quality assurance standards.

The Ministry of Preschool and School Education of the Republic of Uzbekistan now invites individual consultants to indicate their interest in providing the Services. Interested consultants must send a CV that provides information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). The qualification criteria are as follows:

• Master’s degree or higher in Education, Public Policy, Development Studies, or a related field. Additional certificates (e.g., in law or development management) are an advantage.
• At least 15 years of experience in education, including work on education reforms, planning, monitoring and evaluation, and advising ministries or development partners.
• Direct experience in Global Partnership for Education (GPE) processes, including leading or contributing to at least three Compact or Mid-Term Review assignments.
• Work experience in multiple countries, especially in Central Asia. Experience in Uzbekistan or similar countries is highly desirable.
• Strong experience working with government and development partners, including coordination of Local Education Group (LEG) activities, stakeholder engagement, and policy dialogue.
• Excellent English writing and communication skills. Able to prepare strategic reports, memos, and presentations. Knowledge of Russian or Uzbek is a plus.
• Published work or policy contributions in the field of education with recognized institutions (e.g., UNICEF, World Bank, GPE, Commonwealth Secretariat) is a strong advantage.

Selected consultant will get a lump-sum contract with milestone payments for 30 days, expected to commence in September 2025.
