• The Government of Uzbekistan has received a loan from the International Development Association (IDA) towards the cost of the project “District Heating Energy Efficiency Project” and intends to apply part of the proceeds toward payments under the contracts for implementation of DH dispatching systems in all project cities.
• Project Implementation Unit of WB, on behalf of Production Enterprise Chirchik “Issiqlik Energiyasi”, Chirchik, JSC “Buкharaenergomarkaz”, Bukhara, State Unitary Enterprise “Issiklik Manbai”, Samarkand, State Unitary Enterprise “Issiqlik Manbayi”, Andijan region (Purchasers), now invites sealed Bids from eligible Bidders for implementation of DH dispatching systems. The contracts (4 Lots) are implemented on the territory of abovementioned organizations in the Republic of Uzbekistan. These contracts include supply and installation of the all necessary components of the DH dispatching systems in accordance with the Schedule of Requirements. The margin of preference is applicable.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Guidelines for Procurement of Goods, Works, and Non-Consulting Services by World Bank Borrowers on IBRD Loans and IDA Credits and Grants”, January 2011, (hereafter “Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. See also paragraphs 1.6 and 1.7 for World Bank policy on conflicts of interest.

• Bids must be delivered to the address below on or before 16:00 Tashkent time, 25.06.2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 16:00 Tashkent time,25.06.2025.
• Bids shall be valid for 120 days after bid opening and shall be accompanied by Bid Security of:

for Lot 1 - One thousand USD (USD 1,000.00) or the equivalent in convertible currency;

for Lot 2 – Four thousand USD (USD 4,000.00) or the equivalent in convertible currency;

for Lot 3 – One thousand five hundred USD (USD 1,500.00) or the equivalent in convertible currency;

for Lot 4 – Two thousand USD (USD 2,000.00) or the equivalent in convertible currency in form of a Bank Guarantee, issued by SWIFT message.
