The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations”
(INSON) project and intends to apply part of the proceeds for consulting services.
The Consultant is expected to carry out the following tasks:
Contribute to the defining the activities that are required for the development of the 3 different types of Territorial Social Service Centers (TSSCs) over the proposed time frame and
developing an initial roadmap for these TSSCs development (activities, timeframe, responsible actors) with a specific focus on adults, (including the elderly and persons with
disabilities).
Provide expert advice on the concepts of different services tailored for adults to be provided under the TSSCs and coordinating and contributing with technical inputs into
detailed operating guidance notes/business processes reengineering (BPR) of priority services to be tested (including the procedures for integration of services).
Contribute to the need’s assessments and the consultation processes (with CSOs, professionals, experts, representatives of beneficiaries, international partners) to validate service
concepts for adults and assess local-level demand for these services.
Advise on the hiring process of specialized staff to be contracted for the service provision for adults and.
Contribute the capacity building of the TSSCs staff by identifying best practices in different types of service delivery and facilitating the organization of knowledge exchanges in
countries in the region and from the EU.
Contribute to the development of training packages for different services targeted at adults and types of activities/staff. The expert will also identify best practices in
different types of service delivery and facilitating the organization of knowledge exchanges in countries in the region and from the EU. The consultant will also oversee the adaptation of
best practices in service delivery and facilitate regional and EU-based knowledge-sharing initiatives.
Coordinate the work of other experts involved in the development of the TSSCs (provide guidance and inputs into their deliverables).
Provide inputs into the preparation of lists of equipment and other types of infrastructure for the effective provision of social and rehabilitation services for adult in 3
TSSCs based on international best practices.
Prepare presentations and participate in meetings with NASP and other stakeholders on the 3 different type of the concept of the TSSCs on the implementation stage and next steps, etc.
Contribute to the roll-out plan for development and implementation of other TSSCs across different regions, ensuring sustainability and scalability of services for adults.
Carry out additional tasks related to the development of three (3) TSSCs, specifically focusing on services for adults as assigned by the project coordinator..

The NASP now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Education
Education degree in a relevant discipline such as social sciences, economics, social work or related areas.
Experience
A minimum of 7 years of relevant experience in the field of development and management of social services for adults (including persons with disabilities, the elderly) and centers for
provision of social services in the countries of Central Asia, Eastern Europe, Caucasus.
Experience of working in the framework of projects financed by international development organizations.
Experience of ToR drafting and management of input for other experts
Experience of team leading in international projects will be considered as advantage.
Possesses broad experience in the development of bidding documents, evaluation reports, and contracts. Knowledge of the procedures of the World Bank and/or other international donors will
be considered as advantage.
Skills
Excellent computer skills; presentation and written communication skills.
Demonstrates integrity, professionalism, and high ethical standards in social service provision.
Demonstrates integrity and high ethical standards, professionalism, responsibility.
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Proficiency in English; knowledge of Uzbek or Russian is an asset.

Expertise in social service models for adults and elderly populations, including those in difficult life situations, individuals with disabilities, and socially vulnerable groups.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
