Assignment Title: Consultancy services support preparation and execution of the Science and Innovation Audit (SIA) in the Republic of Uzbekistan

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for consulting services.

The assignment objective is intended to select an International Individual Consultant (Consultant) to (i) consolidate the baseline statistical, analytical, and other data and information by ensuring its reliability and relevance, (ii) identify, engage, and prepare the key stakeholders for the SIA exercise securing their commitment to effectively support SIA and provide the necessary data and feedback without delays. (iii) assist AID in preparing high-quality TOR for engaging international companies to carry out the SIA in line with good international practice with due consideration of national data, ongoing policy efforts, opportunities, and risks, resulting in relevant and actionable recommendations.

The Modernizing Uzbekistan’s National Innovation System Project Implementation Unit under the now invites Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria:

• Master’s degree in economics, management, or relevant discipline.
• At least 5 years of experience in the design and/or implementation of STI promotion projects in Central Asia countries.
• At least 3 years of experience in providing consulting at the country level, preparing reporting and analytical materials on STI sphere for government organizations.
• At least 3 years of experience in conducting analysis of the economic or STI potential of regions of Uzbekistan for international organizations.
• Relevant experience working with IFIs is highly desirable.
• Strong knowledge of Uzbekistan’s STI agenda and regulatory framework will be advantage.
• Knowledge of the rules, procedures, and regulations of WBG will be an advantage.
• Knowledge of English and Russian languages is required. Knowledge of Uzbek language will be an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
