REQUEST FOR QUOTATION

Project: "Promoting Early Childhood Development" with the participation of the World Bank.

Dear Sirs,

• You are hereby invited to submit a quotation for the supply of the following goods:

2. You must provide prices for all the items listed in the request. The contract will be awarded to the Supplier (Bidder) whose quotation has the lowest evaluated cost and meets the technical requirements specified in Annex No. 1.

3. Your quotation in the attached form may be submitted in hard copy or electronic form with a signature and seal to the following address:

4. Deadline for submission of the quotation to the address indicated above is November 7, 2024, no later than 5:00 PM (Tashkent time).

5. The opening of electronic quotations will take place at 17:00 (Tashkent time) on November 7, 2024. Participants must submit encrypted files via email, and passwords will be provided during a videoconference. After passwords are announced, the quotations will be opened in the presence of all participants, prices and terms will be read aloud, and the results will be recorded in the opening protocol, which will be signed by the procurement committee and made available upon request.

6. Any quotations received by the Purchaser after the deadline for submission specified in this paragraph will not be considered. All quotations received after the above deadline will be rejected and returned to the Bidder.

7. The quotation in Russian and/or English must be accompanied by the appropriate technical documentation and catalog(s) and other printed materials or relevant information for each item of goods, including the names and addresses of companies providing technical service for the proposed goods in the Republic of Uzbekistan.

8. Your quotation must be submitted in accordance with the instructions and in accordance with the terms and delivery conditions specified in the form of the Contract attached to this Request for Quotation.

(i) PRICES: Prices should be quoted in Uzbek soums for local suppliers on a delivery to final destination basis and in US dollars for foreign suppliers on CIP Tashkent terms.

(ii) EVALUATION OF THE QUOTATION: Quotations that substantially meet the technical requirements will be evaluated by comparing the total cost. In evaluating the quotations, the Purchaser will determine the evaluated cost for each quotation by correcting any arithmetic errors as follows: (a) If there is a discrepancy between the amounts in figures and words, the amount in words will prevail; (b) If there is a discrepancy between the unit price and the total price obtained by multiplying the unit price by the quantity, the unit price shall prevail; (c) If the Supplier does not accept the correction, its quotation will be rejected. When comparing the total amounts of the quotations submitted in soums and US dollars, the official exchange rate of the Central Bank of the Republic of Uzbekistan for US dollars to Uzbek soums on the last day of submission of quotations will be considered.

(iii) AWARD OF CONTRACT: The contract will be awarded to the Bidder whose quotation has the lowest evaluated cost and meets the technical requirements specified in Annex No. 1.

(iv) VALIDITY OF QUOTATION: Quotations must be valid for 30 days from the date of their receipt, as indicated in paragraph 4 of this Request for Quotation.

(v) OTHER CONDITIONS: Terms used in this Request for Quotation are as defined in the form of the Contract attached to this Request for Quotation.

10. Inspection and Audit

10.1 The Supplier agrees to comply with all instructions of the Purchaser, which are consistent with the current laws of the Republic of Uzbekistan.

10.2 The Supplier must allow the World Bank (Bank) and/or a person appointed by the Bank, if necessary, to conduct inspections at the Supplier"s offices, its subcontractors, and consultants, to verify all their accounts and records related to the execution of the Contract and submission of quotations, as well as to audit such accounts and records by auditors appointed by the Bank, if required by the Bank. The Supplier, its subcontractors, and consultants should note the provisions of Article 5 "Fraud and Corruption" of the Contract form, which, in particular, states that actions intended to hinder the Bank"s right to conduct inspections and audits constitute a prohibited practice that may result in the termination of the contract (as well as a declaration of ineligibility under the prevailing sanctions procedures).
