Assignment Title: Audit of the project financial statements for a period of the end of 31 December 2022, 2023, 2024, 2025, 2026 and 2027 and of the income and expenditure for the accounting period ending on that date.

Reference No. (as per Procurement Plan): SREDP/CQS/23/05

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Second Rural Enterprise Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include audit of the project financial statements is to enable the auditor to express a professional opinion on the project’s financial position as at the end of 31 December 2022, 2023, 2024, 2025, 2026 and 2027 and of the income and expenditure for the accounting period ending on that date. The project’s books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project. Also, the auditor is expected to check all biddings for goods and services for compliance with relevant general conditions and relevant financial agreements, including specific provisions of the World Bank “Procurement Regulations for IPF Borrowers” November 2020.

The Second Rural Enterprise Development Project Implementation Unit (PIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

a) Overall experience of the firm (5 years) in the field of assignment

b) At least three assignments of similar scope completed during last three years

c) Experience in audit of the projects related to Credit lines and financing through intermediary financial institutions (at least 1).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s qualifications-based selection method set out in the Procurement Regulations.
