REQUEST FOR EXPRESSIONS OF INTEREST

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Medium Size Cities Integrated Urban Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Consulting Services for the Preparation of two pilot Regional Spatial Strategies and four pilot Master Plans.

Objective:

The main objective of this consultancy assignment is to assist the Ministry of Construction, Housing and Communal Services (MoCHCS) to prepare 2 pilot Regional Spatial Strategies for Kashkadarya and Surkhandarya regions, as well as 4 pilot Master Plans for cities and their functional urban areas within those regions.

Pilot Regional Spatial Strategies

The 2 pilot Regional Spatial Strategies (RSSs) will be strategic documents guiding the future spatial development of Surkhandarya and Kashkadarya. This will be part of a government effort to re-introduce territorial planning using a modern methodology and based on international best practice.

Pilot Master Plans

The 4 pilot Master Plans (MPs) are envisioned as guiding documents for the future development of cities and their functional urban area. The MPs in the ToR are considered to be pilots for a new planning instrument from which the government wants to take lessons for the approach, methodology and content for other urban agglomerations in the pilot regions and in the entire country. The selected pilot cities are all major secondary cities in Kashkadarya and Surkhandarya: Denau, Dzharkurgan, Kitab-Shahrisabz, Guzar.

The final Master Plan will be a politically approved document for the development of the city / Functional Urban Area (FUA). The output of the Master Plans will be GIS based and clearly indicating the development envisioned in different parts of the FUA. This document will inform the update of the “General Plans” for cities and districts. The General Plans (out of scope for this assignment) continues to be the legally binding document that guides construction initiatives in the city (whether these will be proposed by public or private developers) and be the basis for approving / rejecting construction permits.

Part of the development process of the Master Plan will be public participation of citizens, citizen organisations, key local stakeholders and organisations. The approach for citizen participation will be proposed by the Consultant, and will be implemented in consultation with the local government.

Summary of Scope of Work:

The Scope of Work for this assignment is structured along four main tasks:

• Task A: The Preparation of 2 pilot Regional Spatial Strategies:

Task A concerns the preparation of 2 Regional Spatial Strategies for Surkhandarya and Kashkadarya.

• Task B: The Preparation of 4 pilot Master Plans:

Task B concerns the preparation of 4 Pilot Master Plans for the functional urban areas (FUAs) of Denau, Dzharkurgan, Kitab-Shahrisabz, Guzar.

• Task C: Stakeholder Management:

Task C includes activities for assignment coordination and stakeholder management.

• Task D: Capacity Building & Lessons Learned:

The assignment includes activities for in-country capacity building, using the process of preparing both the Regional and FUA pilot master plans as an opportunity for the development of in-country capacity for the preparation of territorial / urban plans. The Consultant is expected to develop a concise Capacity Development Program at the start of the assignment.

The duration of this consulting assignment overall be 18 months. The consulting services are expected to start in February 2024 and end in August 2025.

The implementation progress above might change based on the actual conditions, and the actual input of time will be determined by the clients and WB based on the actual conditions of the Project. The contract may be extended upon justified demand, demonstration of satisfactory performance by the firm and interest between the parties, until the closing date of the Project.

The estimated level of effort for these Consulting Services is estimated to be in the range of USD 2.2 million.

The Project Implementation Unit (PIU) under Ministry of Investments, Industry and Trade of the Republic of Uzbekistan as the Implementing Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, key staff resources, and core business.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The experience of sub-consultant will not be considered while short-listing.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

Shortlisting Criteria:

The consultant must have the following demonstrated experience:

• At least 5 years of experience in the field of regional economic development and spatial planning.
• At least 3 contracts for the preparation of similar plans and strategies, Regional Spatial Strategies, development programs and Master Plans at the regional and city level, with contract value > USD 1,000,000 in the last 5 years.
• Experience in preparation of similar plans and strategies, Regional Spatial Strategies, development programs and Master Plans with IFI funded projects would be considered a plus.

As part of the EOI, the consultant should include the following information:

• Consulting Firm Information

• Associations (Joint Venture or Sub-consultancy)

Present the rationale for and benefits of working in association (JV or Sub-consultant) with others rather than undertaking the assignment independently (as appropriate). Describe the proposed management and coordination approach of the association and the role of each firm.

• Technical competence

Project References - highlight the technical qualifications of your entity/consortium in undertaking similar assignments. Provide details of past experiences working with similar project authorities

• Management Competence
• Describe standard policies, procedures, and practices that your entity has to assure quality interaction with clients and outputs. Please state if your company is ISO certified.
• How your firm/consortium handles complaints concerning the performance of experts or quality of the reports submitted for previous and future assignments? What internal controls are in place to address and resolve complaints.
• How you ensure the quality of your firm’s/consortium’s performance over the life of assignments.
• Projects references

Present relevant projects to demonstrate the firm’s technical qualifications and geographical experience.

Consultants are strongly encouraged to limit their Expression of Interest to 30 pages. Company brochures may be included as an annex, and it will not be affected by the limit of 30 pages.

Expression of interest must be delivered before 16:00 on March 26 2024 (Tashkent time) to the address below. Late submissions are not accepted. Submission of information should be in English language.
