REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

Assignment Title: Consulting services for the provision of services to expand the training coverage of the “English for Science” program

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan National Innovation System (MUNIS)” Project, and intends to apply part of the proceeds for Consulting services on extended technical support, training, and expansion of the information system functionality.

The Project Implementation Unit under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan (MHESI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA)

To be selected Consulting company shall cover the following requirements:

  • Consulting firm must have experience in implementing a similar project over the past 3 years with not less than 6 months per program.
  • Consulting firm and its team must have scholars from different scientific backgrounds and be familiar with Uzbekistan’s research and higher education policy agenda.

The project is expected to be completed by a Consulting firm composed of 6 key experts: Project manager (1 person), IT administrator (1 person), Supervisor (1 person), Tutor-Instructors
(3 persons). The Consulting firm and the team members shall possess the following qualifications:

Project manager:

  • MSc degree in Business/Finance and Marketing/Management or Education;
  • At least 3 years of experience in the design and implementation of complex projects and/or state programs in Education and Research
  • At least 3 years of experience in the review and development of documents and reports at the State Level;
  • Foreign experience in international training/research programs or similar projects;
  • Familiarity with Uzbekistan’s STI development policy agenda will be an advantage.
  • Excellent analytical, concise, and accurate documentation skills
  • Knowledge of English is required. Knowledge of Uzbek and Russian is essential.
  • Readiness to travel the country with no limitations.

IT administrator:

  • BSc/BA degree (master’s preferred) in information technologies, management/marketing and administration/public service management or relevant discipline
  • At least 1 year of working experience in the field of digital space, education and/or content admin and management.
  • Skills in the development of online learning environments and support technical team;
  • At least 1 year of experience as an IT support specialist;
  • Experience in installation and configuration of software, hardware and networks;
  • At least 1 years of experience in technical administration of support and implementation of projects;
  • Ability to work with a large amount of information;
  • Ability to work independently and make decisions, including in conditions of uncertain environment and limited resources;
  • Knowledge of English is required. Knowledge of Uzbek and Russian is essential.

Supervisor:

  • BSc/BA degree (master’s preferred) in management/marketing and administration/public service management or relevant discipline
  • At least 1 year of working experience in the field of science, education and/or management
  • Ability to build constructive relationships with the participants and team members;
  • Skills in the development of project documentation;
  • Experience in documenting processes and monitoring performance metrics;
  • Skills for organizing effective work of the project team, including with contractors;
  • Ability to work independently and make decisions, including in conditions of uncertain environment and limited resources;
  • Knowledge of English is advised. Knowledge of Uzbek and Russian is essential.

Tutor-Instructors:

  • MSc/PhD degree in natural/social and environmental sciences or relevant discipline
  • Publications in Scopus / Web of Sciences listed journals
  • At least 3 years of teaching experience
  • Experience in international grant projects (will be an advantage)
  • Experience in developing a curriculum (with a focus on academic writing) and manuscript structure, revision, and submission process.
  • B2/C1 or equivalent level of English with CEFR standards

To confirm the compliance of specialists/experts with the above requirements, a potential Consultant provides letters of recommendation or resumes of specialists/experts, copies of diplomas, certificates, and other documents confirming the professional qualifications of specialists/experts and their work experience, as well as copies of other documents, confirming work experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised
in September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the CQS selection method set out in the Procurement Regulations.
