INVITATION TO BIDDING

PROCUREMENT OF GOODS

(One-Envelope Bidding Process)

Name of the contract: Purchase of electric buses for the city of Kagan.

  • The Republic of Uzbekistan has received financing from the International Bank Reconstruction and Development toward the cost of the Medium Size Cities Integrated Urban Development Project, and intends to apply part of the proceeds toward payments under the contract for Purchase of electric buses for the city of Kagan.

2. The Ministry of investments, industry and trade of the Republic of Uzbekistan now invites sealed Bids from eligible Bidders for Purchase of electric buses for the city of Kagan.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Recipients” Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, dated July 2016, revised November 2017 and August 2018, and is open to all Bidders as defined in the Procurement Regulations.

4. Eligible bidders with the following main qualifications may participate in bidding:

If the Bidder is a manufacturer:

(i) Financial Capability

The Bidder shall furnish documentary evidence to demonstrate that it meets the following Financial requirements:

The reliability of the Financial Capability of the Bidder, showing long-term profitability, is demonstrated by the audited financial reports (balance sheet, income statement) for the last three years (2020 - 2022). At a minimum, the Bidder"s net worth, calculated as the difference between total assets and total liability, should be positive.

(ii) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirements:

The proposed goods must be produced at least 100 units of similar capacity must be sold and work satisfactorily.

(iii) Documentary Evidence

The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

Models of offered Technics should have been in production and have been in operation satisfactory in form of the appropriate confirmation document issued by authorized bodies in the country of origin or in any other country, if any.

(b) If Bidder is not a manufacturer:

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer"s Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least 3 (three) contracts of similar goods in the past 3 (three) years.

  • Financial Capability: the Bidder shall furnish documentary evidence that it has an Average Annual Turnover for the last three years (2020 - 2022) of at least:

1,200,000 US dollars or the equivalent in another freely convertible currency;

2. Experience and Technical Capacity:

During the past 3 years the Bidder must have successfully completed 3 (three) contracts, cumulatively amounting to at least the value of the bid price offered, and involving supply of equipment similar to that offered in the bid, and provision of similar related services - training, warranty services – for such equipment.

In case the related services will be carried out by the Bidder’s authorized Agent, the respective Agent must have successfully completed at least 1 (one) contract for delivering similar related services - installation, training, and warranty services – to multiple locations country wide.

In the evaluation process, with the exception of the experience of the Bidder’s authorized Agent – if the case, the experience of Bidder’s sub-contractors will not be added-up to bidder’s experience in order to meet the similar experience requirements. With the exception before mentioned, the Bidder should meet the qualification requirements for similar experience on its own.

In case the Bidder is a Joint Venture the requirement will be met cumulatively by all partners.

3. Documents required:

In order to demonstrate it meets the required experience, the Bidder and its authorized Agent (if the case) shall furnish information regarding contracts completed as follows: purchaser name and address, country, name and object of the contract, date of contract completion, equipment and detailed related service supplied, contract amount, contract role (prime supplier, subcontractor, partner in Joint Venture) and the value of services executed by the bidder. The Bidder and its authorized Agent (if the case) will also provide the Acceptance Certificates or equivalent (“copy conform with the original” signed for conformity by their authorized representative) to demonstrate the successful completion of the respective contracts.

6. Interested eligible Bidders may obtain further information and inspect the bidding document from the Project Implementation Unit at the address below during office hours (10.00-17.00).

7. The bidding document in English and Russian language may be requested by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by e-mail.

8. The Pre-bid meeting will be held on January 8, 2024 at 16:00 in Tashkent time at the following address.

9. Bids must be delivered to the address below before 16:00 hours, February 5, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives at the address below 16:00 hours,
