REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

Assignment Title: Audit of project financial statements for the financial years ended December 31, 2023, December 31, 2024, December 31, 2025 and December 31, 2026.

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for consulting firms for Audit of project financial statements for the financial years ended December 31, 2023, December 31, 2024, December 31, 2025 and December 31, 2026.

The Project Implementation Unit under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1) Total experience of firms/companies on project audit with participation of IFI (10 scores);

2) Number of contracts performed for the last 5 years similar to the assignment (15 scores);

3) General experience and qualification of key personnel (45 scores);

4) Experience and qualifications of key personnel, based on the assignment (25 scores);

5) Service record of key personnel in the firm (5 scores).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the LCS selection method set out in the Procurement Regulations.
