1. The Government of Uzbekistan has received a loan from the International Development Association (IDA) towards the cost of the project “District Heating Energy Efficiency Project” and intends to apply part of the proceeds toward payments under the following contracts:

Modernization of in-building and in-apartment heat supply systems in Chirchik in 33 houses of the 1st microdistrict in Chirchik - Lot 1;

Modernization of in-building and in-apartment heat supply systems in Chirchik in 30 houses of the 1st, 2nd and 4th microdistricts in Chirchik - Lot 2;

Modernization of in-building and in-apartment heat supply systems in Chirchik in 34 houses of the 3rd microdistrict in Chirchik - Lot 3;

Modernization of in-building and in-apartment heat supply systems in Chirchik in 34 houses of the 3rd microdistrict in Chirchik - Lot 4;

Modernization of in-building and in-apartment heat supply systems in Chirchik in 31 houses of the 4th microdistrict in Chirchik - Lot 5;

2. Project Implementation Unit, on behalf of Production Enterprise Chirchik “Issiqlik Energiyasi”, Chirchik (Purchaser), now invites sealed Bids for the above Contracts. The Contracts are implemented on the territory of Chirchik City of the Republic of Uzbekistan. The Contracts provide for modernization of in-building and in-apartment heat supply systems and DHW for 162 residential buildings in the city of Chirchik in accordance with the Work’s Requirements.

3. Bidders may submit bids for one or more contracts as further specified in the bidding documents. Bidders wishing to offer discounts in the event of more than one contract will be allowed to do so, provided these discounts are included in the bid.

4. Bidding will be conducted through national competitive bidding as specified in the World Bank’s “Guidelines for Procurement of Goods, Works, and Non-Consulting Services by World Bank Borrowers on IBRD Loans and IDA Credits and Grants”, January 2011, revised July 2014 (hereafter “Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. See also paragraphs 1.6 and 1.7 for World Bank policy on conflicts of interest.

5. Interested eligible bidders may obtain bidding documents in Russian after submission of a written request specifying the name of the Bidder, identification number and title of the contract to the email address of the Project Implementation Group: pcu.dheep@gmail.com.

6. Interested eligible Bidders may obtain further information from:

7. A pre-bid meeting shall take place on November 3rd, 2023 at 10:00 AM Tashkent local time at the address: Chirchik city, microdistrict No. 1, RK-2 boiler house "Yubileinaya". A site visit conducted by the Employer shall also be organized on the same date.

8. Bids must be delivered to the address below on or before 16:00 Tashkent local time, November 17th, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 16:00 Tashkent local time, November 17th, 2023.

9. Bids shall be valid for 120 days after bid opening and shall be accompanied by Bid Security in form of a Bank Guarantee, issued by SWIFT message, in the amount of:

for Lot 1 - 182,000,000 Uzbek soums;

for Lot 2 - 165,000,000 Uzbek soums;

for Lot 3 - 192,000,000 Uzbek soums;

for Lot 4 - 192,000,000 Uzbek soums;

for Lot 5 – 177,000,000 Uzbek soums.
