Assignment: Consultancy services to prepare Environmental Management Framework and Environmental Impact Assessments

The Avtoyulinvest Agency under the Committee for Roads of the Republic of Uzbekistan has received financing from the International Development Association (IDA) for the "Regional Roads Development Project" and intends to apply part of the proceeds for consulting services to prepare Environmental Management Framework and Environmental Impact Assessments for the project "Reconstruction of the road M-41 "Bishkek-Dushanbe-Termez".

The consulting services (“the Services”) include the preparation of:

• Environmental Management Framework;
• Environmental Impact Assessments;
• E&S Health and safety (ESHS) plan;
• Strategic Environmental Assessment (SEA);
• Environmental Management Strategy; and
• any other documentation required to ensure compliance with the World Bank environmental and social standards.

The Consulting firm will be hired for 5 months.

The Avtoyulinvest Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Only qualified firms shall be short-listed. The shortlisting criteria are:

- General and specific experience of the Consultant (firm) over the past 5 years relevant to the assignment, including in EIAs and Environmental due diligence under projects financed by the IFIs;

- Previous work experience in Central Asia region;

- Availability of qualified for the Assignment Experts and the key staff at least 5 years of specific experience in the assignment area.

The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Guidelines - Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised in July 2014. Expressions of interest must be delivered in English (original) with Russian translation (copy) in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by October 9, 2023. If there are any discrepancies between the English and Russian versions, the English version will prevail. Unofficial Russian translation will not be base for rejection.
