Uzbekistan received financing from the International Development Association (IDA) in the form of the “loan” for implementation of the Project on strengthening social protection system in
Uzbekistan. The Ministry of Employment and Labor Relations (MELR), which is an executive agency, intends to allocate part of the proceeds under this loan for the relevant payments for
consulting services for Conducting Social Risk Management Audit.
The Strengthening Social Protection Project will support the Government’s mandate and significant efforts to strengthen, expand, and consolidate social protection measures to support the
poor and vulnerable, as well as those negatively affected by economic reforms. The Project consists of three components. The first component is aimed at assessing and rolling out the single
registry and improving the effectiveness of social benefits. The second component will develop and implement a Labor Market Information System (LMIS), enhance the capacity of Employment
Centers, and improve the effectiveness of selected labor market interventions. The third component supports project implementation and monitoring of quality of project operations. The project
is being funded by the World Bank’s International Development Association (IDA) loan.
It is clear from the Project description, Project design objectives and Project components that the Project will have largely positive and beneficial impacts on the target population.
However, some of the Project activities may also result in adverse effects on the community in terms of, impacts (permanent or temporary) on income and livelihoods and access to resources, etc.
Given the need on - proactive social risk management that follows the national and state laws and requirements of the applicable World Bank Environment and Social Standards. The Social
Management Plan (SMP) has been disclosed on the project’s website, www.ijhimoyamehnat.uz. The SMP outlines the principles and procedures for managing the social impacts caused by project
activities undertaken by the Project Implementation Unit (PIU) and the implementing agency (Ministry of Employment and Poverty Reduction (MEPR)).
The MEPR invites eligible consulting companies (“Consultants”) to express their interest in providing services. Interested consultants shall provide information demonstrating that they
have necessary qualifications and relevant experience to perform the service. Consultants may team up with other firms to improve their skills, but should clearly indicate whether the
association is a joint venture and/or a sub-consultant. In the case of a joint venture, all joint venture partners will be jointly and severally liable for the entire contract, if any.
Consulting firms should provide comprehensive information demonstrating their qualifications and experience in performing such services (information on organization, key personnel, past
experience, a list of past and present tasks of a similar nature, and any other information that may demonstrate the consultant’s ability to perform the task satisfactorily).

Selection criteria
The company to be hired for this assignment must have:
A minimum of 5 years of proven expertise and experience in conducting risk management audits. Experience in CIS countries is an advantage.
The previous experience in conducting analytical researches within the projects financed by the international financial institutions and/or international organizations.
Demonstrated ability to work under deadlines, handle multiple tasks, and take initiative.
Criteria for evaluating technical proposals
Experience in implementing similar consultancy for the last 5 years (10%).
Methodology and approach to the task (40%).
Work experience (term of employment) and qualification (education, specialty, academic degree) of the key personnel within the sphere of the assignment (40%).
Involvement/participation of local specialists in the assignment (10%).
The Consultant will be selected through a selection method based on Consultant’s qualification (CQS) in accordance with the World Bank’s Guidelines on procurement for borrowers of
investment project financing, July 2016.
