PURPOSE
This notice is issued for market research purposes only. The purpose of this notice is to:
1. Obtain industry feedback on the draft specifications.
2. Identify companies having an interest in and capability to provide required ammunition.
Responses to this notice will be considered in selecting the acquisition strategy and to determine the appropriateness of setting aside this requirement for any one of the small business programs described in Federal Acquisition Regulation (FAR) Part 19.
Information contained in this notice is preliminary in nature and is subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary. The Government will not reimburse contractors for the costs of responding to this notice or otherwise participating in market research activities. Further, the US Department of State offers no assurance that a solicitation will result from this notice.
Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and must be clearly marked.
BACKGROUND
The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), has a recurrent need for a variety of small arms and related accesories. Most INL programs involve the transfer of property to host country partners under the Foreign Assistance Act of 1962.
The Department’s Office of Global Acquisition is considering to award IDIQs, BPAs, or similar ordering mechanisms to fulfill recurrent needs and streamline the acquisition process. Orders may be placed to fulfill INL and other Department programs.
The following is a preliminary list of required small arms and related supplies and services. Additional details and draft specifications are included in Attachment A.
The Department is looking for companies with mature manufacturing capabilities and industry leading quality standards. Companies must possess all required licenses and approvals to manufacture, package, store, and ship (to include applying for any export license that may be required) small arms. Proposed weapons should be in current NATO and/or Department of Defense inventories. The companies must demonstrate a capability to produce, if required:

Companies interested in responding to this notice should submit information electronically to FernandezJM@state.gov no later than November 19, 2024 at 4:00 pm ET.
The Government will only consider responses submitted in the Attachment B format. The use of this format is required to facilitate the analysis of responses. Responses providing partial information may not be considered by the Government.
Questions, if any, must be directed via email to FernandezJM@state.gov. The Government will not accept nor respond to telephone inquiries.
Individual feedback or evaluations will not be shared with respondents. The Government reverses the right to conduct one-on-one interviews with respondents. Depending on the number of responses received one-on-one interviews may not be conducted with each respondent.
