This is a presolicitation notice IAW FAR Subpart 5.2
The Advanced Techniques Branch (Code 5750) of the Tactical Electronic Warfare Division (TEWD) of the Naval Research Laboratory (NRL) conducts research and development (R&D) of Electro-Optic and Infrared (EO/IR) ship signatures, missile simulators, and other electronic warfare (EW) technologies and concepts for protection of U.S. Navy and Marine Corps platforms (surface, subsurface, aircraft, & ground vehicles). This work encompasses the entire EW kill-chain of an EO/IR threat, from detection through successful countermeasure (CM) to CM effectiveness assessment (CMEA). TEWD has multiple ongoing EO/IR advanced development programs; including utilization of in-house missile engagement modeling and simulation (M&S) tools as well as field-testing to provide the U.S. Navy with critical information as to lessen the susceptibility of U.S. Naval assets to foreign EO/IR threats.
The scope of work includes the development, modification, validation/verification, application, and/or maintenance of multiple computer simulations including, but not limited to: CRUISE, ShipIR, Target Acquisition Weather Software (TAWS) Like Capability (TLC), and ACQUIRE for Small Boat targets (ACQUIRE-SB) and other EO/IR M&S tools. Additionally, the scope of work includes providing technical support for EO/IR Countermeasure (CM) (i.e., laser-based and expendable decoy CMs) and Low Observable (LO) studies. Additionally, lab and field experiment design, planning, preparation, execution, data analysis, and report documentation to support experiments involving the entire EW kill-chain including: threat detection and tracking, CM execution, CMEA, signature management, M&S development/validation, and direct assessments of platform susceptibility will be required.
Specific tasking required is as follows:
The DRAFT Statement of Work (SOW), “Engineering Support for EO/IR Measurements and Simulations,” is included as Attachment 1 hereto. Contractors must be certified through Defense Logistics Information Services’ (DLIS) Joint Certification Program (JCP) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities; this includes access to the DRAFT SOW. Once the contractor has an active registration in the JCP database, it may request access to the DRAFT SOW. The Government will review the JCP database to ensure the contractor has an active registration prior to providing access to the DRAFT SOW.
It is anticipated that a Cost-Plus-Fixed-Fee term contract will be awarded with one base year and four option years utilizing FAR Part 15 procedures.
The proposed contract is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees.
This is a pre-solicitation notice; no solicitation has been issued. Therefore, do not request a copy of the solicitation. To be eligible for award, Offerors must have an active registration in the SAM database. Offerors may obtain registration information at https://www.sam.gov. It is anticipated that the solicitation will be made available via SAM (https://www.sam.gov) by 15 November 2024. The solicitation may be accessed electronically only via the SAM website. Offerors are responsible for routinely checking the SAM website for solicitation amendments that may be issued. Email is the only form of communication that will be accepted. Please do not call. Paper copies of the solicitation will not be issued.
