Title: Safety Wearable Device with Panic Function

Description: Sources Sought Announcement

1. This is a Sources Sought announcement only. The Court Services and Offender Supervision Agency (CSOSA), located at 800 North Capitol Street, NW, Washington, DC, is conducting market research to ascertain the availability of interested businesses to provide the work identified in this announcement.

2. This announcement is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This announcement does not commit CSOSA to contract for any supply or service. Further, the CSOSA is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought announcement. CSOSA will not pay for any information or administrative costs incurred due to an interested party preparing a response to this announcement. CSOSA will not return any information or documents submitted by responders in response to this Sources Sought Notice. Not responding to this announcement does not preclude participation in any future RFQ, IFB, or RFP, if issued. If CSOSA proceeds with a solicitation, information regarding this requirement will be posted on the Government-wide Point of Entry, i.e., SAM.gov. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry, i.e., SAM.gov for additional information pertaining to this requirement.

3. The anticipated NAICS code(s) is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Small Business Administration’s small business size standard for this NAICS is 1,250 employees.

4. CSOSA is seeking qualified/capable firms that can provide the following:

Safety wearable devices that are equipped with panic buttons that operate on an integrated lone worker safety application capable of operating on agency-issued iPhones (the “system”). The safety application should utilize the Global Positioning System (GPS) and may use additional technologies to provide accurate location information. The safety application should also contain team-level to enterprise-level management features.

The safety wearable devices will be assigned to individual Community Supervision Officers (CSOs) to be used when conducting home visits or other field activities to meet with supervised offenders or collateral contacts. CSOs may conduct this work individually or in pairs. The safety wearable devices should have management tools that enable management to monitor their team’s location or communicate with all team members at any given time. The safety wearable device with a panic function should have the capability to broadcast to a specific team, if possible.

Desired features:

1. Safety wearable devices desirable features:

a. Small, lightweight, able to fit in a pocket
b. Attachable to a belt, lanyard, or protective vest
c. A pressable button, that when first pushed sends an alert message, including the CSO’s location, to the CSOs, Supervisory Community Supervision Officers (SCSOs), and fellow team members.
d. The alert and integrated app should have backup features:

i. The alert should also prompt a notice on the SCSO’s phone app indicating the CSO’s location (via GPS)
ii. The phone application should allow the supervisor or other team members to text, email, or call the CSO
iii. If no one responds to the alert within a fixed interval (such as 30 seconds) the system should alert 911, providing the CSO’s name and location.

2. Check-ins, Notifications & Alarms:

a. The app should allow a CSO to schedule an itinerary of check-ins recording the intended date, time, and location.
b. The application should notify workers when they should check in:

i. When a CSO arrives at an address on the itinerary, the application should be capable of automatically starting the check-in. The CSO should also have the ability to manually start the app.
ii. A manual confirmation by the CSO on the app will notify the SCSO that the CSO has “checked in,” confirming his or her safety at that moment of the visit.
iii. The app should automatically alert the SCSO (or other manually added contacts) if a CSO does not check in within a fixed amount of time upon starting a visit and at scheduled intervals during the visit.
iv. The app should allow users to manually increase or decrease the interval for check-ins.
v. The app should allow check-in alerts to occur by SMS, email or phone call.

c. Location tracking and data storage should only be active while a CSO is in an active check-in event, or when he/she hits a panic button on the safety wearable device or app.

3. Dashboard(s): The system should have an interface that provides users and supervisors with key data and features that are easy to access and understand.

4. Report capabilities:

a. A broad range of readily available reports useful on the team, branch, division or enterprise levels.
b. Customizable report capability.

5. Enterprise-level features/capabilities:

a. The provider’s system should provide a Representational State Transfer (REST) Application Programming Interface (API) affording CSOSA the opportunity to fetch records relevant to its use of the Contractor’s Case Management System (CMS) on demand over a secured Hypertext Transport Protocol (HTTPS) connection.
b. If the CMS is hosted in a commercial cloud service provider (CSP) environment like MS Azure, Amazon Web Services (AWS), IBM Cloud, Google Cloud, or similar the required level of Fed RAMP compliance status is moderate.
5, The government is also interested in receiving information on any solutions that may be similar to the above but take a different approach to the Safety Wearable Device with Panic Function. Respondents must provide information that describes the approach and provide technical information regarding the alternative approach. All solutions must be commercial in nature and shall not require significant development or extensive integration into agency systems.

6. All interested/capable sources who believe they can provide the above-identified services shall submit the following:

a. Company name, point of contact, phone number, email address, Unique Entity Identification, CAGE code, and identification of the company’s small business status (e.g., large business, small business, SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code for the small business status identified.
b. Information in sufficient detail regarding the proposed panic button, phone app, and enterprise management capabilities.
c. Technical specifications about the safety wearable device with panic function, such as its design, size, how it is worn/carried, battery life, etc.
d. A full description of the integrated lone worker app, its features, and the extent to which it meets, exceeds, or does not meet the desired features.
e. Capacity limits of the management system’s APIs.
f. Confirmation of the provider’s cloud-based storage FedRamp status.
g. Copies of the company’s End User Licensing Agreements, or similar, for any software applications
h. Details of product invoicing, how required elements would be itemized and related unit costs for panic buttons, apps, or related services.

7. All submissions in response to the sources sought announcement shall be provided no later than November 11, 2024, 12:00 PM (noon), Eastern Daylight Time (EDT). Submissions shall be provided via email, with the subject title: Safety Wearable Device with Panic Function, to Valerie Wallace at Valerie.wallace@csosa.gov.
