This presolicitation notice is for the “San Ysidro Land Port of Entry (SYLPOE) Federal Motor Carrier Safety Administration (FMCSA) Bus Inspection Facility” project that will be performed at 720 East San Ysidro Blvd., San Diego, CA 92173.

The purpose of this requirement is to resolve the sight line issues of the current Bus Inspection Facility. The project will require a prime contractor to provide all necessary labor, materials, equipment, tools, supervision, and construction expertise to perform all work in accordance with the Statement of Work and the Construction Documents (drawings and specifications). The general project scope includes but is not limited to the following work: construction of two covered bus inspection bays, an administrative office, parking spaces for employees, and a ramp off the northbound egress lanes from the SYLPOE which are part of I-5 and I-805 freeways for bus circulation north of the existing LPOE.

The completion time for this project is 730 calendar days, broken out as follows: 670 calendar days to reach substantial completion from the on-site Notice to Proceed; 60 calendar days to reach final completion from substantial completion. The estimated cost range of the project is between $5 million and $15 million. The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $45 million for the last five (5) years.

The proposed contract is being solicited under the SBA 8(a) program as a Competitive Acquisition, in accordance with FAR 19.805. The acquisition will be limited to 8(a) participants and will also utilize FAR 15.1, Source Selection Processes and Techniques. Award will be made to the 8(a) offeror that meets SBA eligibility requirements and whose proposal conforms to all requirements of the solicitation and is considered to be the most advantageous to the Government, cost or price and other factors considered.

This notice is for informational purposes only and is not a request for submission of offers. No other information will be available until issuance of the Request for Proposal (RFP) that will be posted to SAM.gov; the RFP will be available for download on or about October 21, 2024. Details of all dates and events, including site visit and proposal due date, will be available in the RFP. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation. A bidders list will not be maintained.
