The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a fixed price type modification to Contract N0001918C0004 on a sole source basis to General Electric Aviation Systems(GEAS). GEAS is the sole designer, developer, and integrator of the Generator Converter Units (GCU) produced under contract N0001918C0004. The purpose of this action is to procure FPGAs with a Life of Type Buy (LoTB) to address Diminishing Manufacturing Sources (DMS) to support the GCU. The original equipment manufacturer recently ceased production of this FPGA. GEAS bought all remaining stock of the FPGA. Since this is the only FPGA qualified for use in the GCU, GEAS is the only firm which can satisfy this requirement.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed LTB action.
