The Department of Justice (DOJ) Drug Enforcement Administration (DEA) Procurement Section is issuing a Request for Quotation (RFQ) for the purpose of procuring DEA requires Sunbird dcTrack software and licenses for use for up to 250 cabinets; professional services (24 hours) and onsite training (2 days) as well as maintenance in support of the Drug Enforcement Administration (DEA), Program Office TIGS. This Request for Quotations (RFQ) is prepared in accordance with FAR Subpart 8.4 and solicits General Service Administration (GSA) Federal Supply Schedule (FSS) schedule. A fixed priced award may be made to responsible offeror(s) submitting an overall quote that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

You are hereby invited to submit a quotation in response to this notice. Proposed pricing is to be offered against your current GSA Schedule contract. If you are interested in this acquisition, you may participate by submitting your response in accordance with the instructions that follow.

The solicitation number 15DDHQ24Q00000178 is being issued for a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512 – Computer Systems Design Services.

The Government will award a firm fixed price order resulting from this solicitation to responsible contractor whose quote conforming to the solicitation will provide the best value to the Government, price and other factors considered. To receive award, the vendor must propose brand name Sunbird dc Track (Nlyte replacement) that meet requirements listed below and propose a Period of Performance of 11/01/2024 through 10/31/2029.

All terms and conditions of your FSS contract shall apply to the resulting order. In responding to this RFQ, it is the contractor’s responsibility to provide current, relevant, complete, and accurate information in their quotation.

Evaluation Factors for Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:

Factor 1. Technical

To provide brand name Sunbird dc Track (Nlyte replacement) in accordance with the attached RFQ Line Items

Factor 2. Price

The contractor shall complete a pricing chart which includes the necessary supplies and delivery fees as requested.

All non-price factors, when combined, are slightly more important than price.

The quote shall be submitted to the Contracting Officer, Ameka Ali at Ameka.Ali@dea.gov no later than 9:00 am PST, October 21, 2024.
