Synopsis:

This is a Sole Source synopsis published for informational purposes only.

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Clean Harbors environmental Services Inc located at 42 Longwater DR Norwell, Massachusetts 02061-1612 for incineration services at Hill AFB, CA. The contract will be executed by means of other than full and open competition, due to Clean Harbors Environmental Services Inc being the previous company to provide these services at Hill AFB, CA for incineration services.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

SUU 1760 Pylon Upgrade Program requires incineration of Special Access Programs (SAP) level program materials per security requirements stated in DoD Manuals 5205.07 and 5200.01. Clean Harbors Aragonite in the only facility within the local area of Hill AFB, UT with the capabilities of meeting the requirements stated in the above DoD Manuals. While reviewing vendor capabilities and previously accomplished efforts it was determined that it would be in the best interest of the Government to directly award to Clean Harbors Aragonite. Clean Harbors has a high presence at Hill AFB already and has maintained consistency with the incineration services. The concern with maintaining consistency and security across Hill AFB is the main driver for direct award to Clean Harbors.

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.

Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
