1. Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read “quote”.

2. Anywhere in this solicitation where the term “offeror” is used, it is hereby changed to read “quoter”.

3. All communications must be done via SAM.gov to include the site visit RSVP, solicitation questions/comments, and quote

4. All quotes are due on 09 Sep 2024 at 12:00 PM PDT, by Microsoft Excel format. PDF files shall be searchable and shall allow the Government to copy and paste as text to another document.

5. Any questions concerns, verification or clarifications of information of the documents included in the solicitation package shall be submitted to SAM.gov no later than 14:00 PDT, on 21 Aug 2024. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the solicitation process.

6. Quoters are responsible for ensuring and confirming the contracting office received the electronic quote submission prior to the deadline.

7. Quotes must include the following information: a. Completed/signed with acknowledgement of all amendments at the bottom of this page. b. Completed pricing schedule for all CLINS. c. Complete the following provisions/clauses: 52.204-24, 252-225-7059, and 52.223-22 d. UEI (unique entity identifier), CAGE, and Federal Tax ID #

8. System for Award Management (SAM) Registration: An Active SAM Registration is required of all Department of Defense contractors. If your company is not already actively registered, please register in the SAM database at https://www.sam.gov/SAM/. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

Whether your company is a current or new registrant in the SAM database, your registration must indicate you are a provider of NAICS 238190 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract solicitation.

If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 238190, or a NAICS of similar business size, under the Goods – Services section depending on mission requirements, the Government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

Prospective contractor who have not completed electronic representation and certifications at www.sam.gov in conjunction with required registration in the SAM database, shall complete and submit 52.204-8 Annual Representations and Certifications and 252.204-7007, Alternate A Annual Representations and Certifications in SAM to be eligible to receive an award for this solicitation.

9. Noncompliance with the Request for Quote (RFQ) requirements may hamper the Government’s ability to properly evaluate the quote and may render the offer non-responsive.

10. Basis of Award: The Government will award a single firm fixed price contract, within the time for acceptance specified in the RFQ, to the responsive and responsible offeror whose quote will be most advantageous to the Government, considering only price and the price related factors. Award will be made to the responsible offeror who offers the lowest reasonable and realistic price. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). All price quoted in response to this solicitation must include all costs associated with work elements, applicable taxes, permits, and licensure. Prices shall also include the overall project management superintendent oversight and quality control necessary for the planning and execution of work requirements.
