The U.S. Department of Education (ED), Office of Communications and Outreach (OCO) intends to extend a consultant agreement by four months, via contract, to continue to receive social media and digital communication strategy support from a communications expert. The vendor has unique experience supporting ED through a number of communications and public relations campaigns and continuity of strategy is required. The existing agreement will be extended using a short-term, bridge contract to Benjamin Cobley to ensure ED continues receiving digital strategy support while pursuing other actions to obtain the services in the long term. The award will be a new short-term contract awarded on a sole-source basis in accordance with Federal Acquisition Regulation 13.106-1(b), only one source reasonably available, to avoid a lapse in service. The period of performance is 4-months total through December 31, 2024.
There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of 13.106-1(b)(1) and utilizing Simplified Acquisition Procedures.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement for consideration by the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement. The Government will not pay for any information received in response to this announcement. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. Respondents may respond via e-mail no later than 09/10/2024, 02:00 pm, Eastern Standard Time (EST) to Gary.Weaver@ed.gov.
