The industry day will be hosted on September 4, 2024 at 8:30am Central at the U.S. Army Corps of Engineers Holt Resource Office (11911 Holt Lock and Dam Rd, Peterson, AL 35478)
Holt Lock Monolith R14 Restoration
The U.S. Army Corps of Engineers (USACE), Mobile District, will be conducting an industry day to discuss an implantation plan to repair Holt Lock Monolith R14. The objective of this project is for the Contractor to provide all labor, materials, and equipment necessary to perform horizontal and vertical drilling, installing horizontal post tension anchor bars, installing vertical strand anchors, internal pressure grouting, epoxy injection of surface cracks, installing internal and external water stops, and underwater concrete placement. Horizontal drilling and anchor installation will be installed above and below the water line. Plans and specification are currently being developed for this project and USACE wants feed back from industry on period of performance and constructability.
The industry day event will be held from 0830 – 1600 CST on Wednesday, September 4, 2024, at the U.S. Army Corps of Engineers Holt Resource Office. The meeting will consist of a general session with a presentation on the project development, project status, and project schedule followed by open discussion/feedback. After the general session, a site tour will be provided. Additionally, individual 30-minute break out sessions will be held, at the request of the contractor, starting at 1215. Contractor comments and suggestions are strongly encouraged. The government is specifically interested in the timeline the work can be accomplished and recommendations on constructability. Contractors are required to bring their driver license and steel toe boots.
The contract will be a firm fixed price, best value, “C” type award. Please email Mr. Scott Ellzey at matthew.s.ellzey@usace.army.mil by 14:00 CST on August 30, 2024, if you plan to attend this event. Provide your name, contact information, the company you represent, indicate prime or sub-contractor, area of expertise, the number of people in your party who will attend (maximum per party 3), and if you want to participate in a 30-minute individual break out session. If no contractors respond the Industry Day will be canceled.
In addition to the industry day the USACE Mobile District will be conducting market research through this sources sought notice for information on capability and availability of contractors to perform new construction. The purpose of this market research is to acquire information on the number and capability of qualified Small Business and Large Business firms interested in a prospective procurement of construction services at the Holt Lock and Dam in Peterson, AL. This is a Sources Sought Notice, NOT a solicitation announcement. Accordingly, no contract award will result from this notice, as it does not constitute a commitment by the Government. Responses to this notice will be used by the Government to make acquisition planning decisions for the work described above.
The North American Industry Classification System (NAICS) code for this project is 237990 Other Heavy and Civil Engineering Construction. The size standard for this NAICS is $45M.
The construction duration is not known at this time.
NOTE: The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein. The cost of this work is estimated to be between $25,000,000 to $100,000,000.
