THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for Hazardous Waste Sampling Services. The vendor will be NWFF, Inc, DBA NWFF Environmental, 1036 Main Street. Philomath, OR 97370, UEI VF8NRGN36766.
This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The contractor currently has all personnel, infrastructure, and processes in place to ensure no gap in services would occur while a long-term contract for these services is established. Use of another vendor would entail substantial financial investment not overcome through competition.
USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Kodiak, AK 99619. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 541620.
This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3 Sep 2024, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
