Amendment 1 dated 27 August 2024 serves to:
1. Add directions for Q&A (see item #8).
2. Extend the closing date for quotes to Friday, September 13 (see item #9).
Request for Quotation (RFQ): 74330224R0045 for Global Media Monitoring Service
1. Background
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotes are being requested and a written solicitation will not be issued. The NAICS for this RFQ is 541512 - Computer Systems Design Services and this requirement is being solicited as unrestricted (full and open competition). Prospective quoters are responsible for downloading the solicitation and any amendments from SAM.gov. The Government reserves the right to award the resultant award without discussions.
2. Scope
The American Battle Monuments Commission (ABMC) has a requirement for an international media monitoring service supporting the ABMC Public Affairs team. This platform must include coverage of print, web, radio and television media from the USA, Belgium, France, Italy, Luxembourg, Mexico, the Netherlands, Panama, the Philippines, Tunisia, and the United Kingdom.
The scope of this requirement is found in Attachment 1, the Statement of Work. The service shall be all-inclusive without additional (a la carte) pricing for additional functionality.
3. Period of Performance
The period of performance under this contract will be one year with one unguaranteed six-month option:
Base Year (12 Months): September 27, 2024 – September 26, 2025*
Option (Six Months): September 27, 2025 – April 26, 2026*
*These dates assume an award date of September 27, 2024 and are subject to change.
The total duration of the task order shall not exceed 18 months if the option is exercised.
4. Option to Extend the Term of the Contract
ABMC may extend the term of this contract by written notice to the Contractor within 30 calendar days prior to the expiration of the contract; provided that ABMC gives the Contractor a written notice of its intent to extend at least 30 calendar days before the contract expires.
5. Payment and Billing
Pursuant to FAR Clause 52.232-33, Payment by Electronic Funds Transfer- System for Award Management (OCT 2018), the ABMC’s method of payment shall be made by Electronic Funds Transfer using information provided in the System for Award Management (SAM) database. Contractor registration in the Federal Governments SAM database is required at the time the quotation is submitted.

Invoicing instructions will be provided at time of award.
6. Basis for Award
This will be a firm-fixed price (FFP) contract awarded to the responsible offeror whose offer conforms to the RFQ and is the most advantageous to the Government, considering the following factors: technical capability, schedule, price, and past performance.
7. Terms and Conditions
The contract resulting from this RFQ will be subject to ABMC’s General Terms and Conditions, as detailed in Attachment 2.
8. Questions and Answers
Interested vendors are directed to submit all questions to Rebecca Jessen at jessenr@abmc.gov no later than Friday, August 30, 2024 by 11:59 P.M. Eastern Standard Time. ABMC intends to post the full list of Q&A on/about Friday, September 6, 2024.
9. Submittal of Quotes
Vendors may propose multiple offers that will meet the Government’s need. ABMC will evaluate each offer separately.
Vendors should clearly address if their quotes include optional attributes described in the Statement of Work.
Quotes shall be valid for at least 30 days after close of solicitation.
Vendors shall return FFP quotes by email, to include a completed copy of Attachment 3 (Quote Spreadsheet) and any commercial technical literature to both email addresses:
