The U. S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with RSMeans (owner is Gordian) for the purchase of Cost Pricing Data and Licenses for the Walla Walla District.

A determination not to compete this proposed contract has been made Pursuant to 41 U.S.C. § 1901, as implemented by FAR 13.501(a), Sole Source (including brand name) acquisitions, only one responsible source and no other type of services will satisfy agency requirements.

This contract is to have the contractor, update Cost Book data previously submitted in 2024 to reflect current pricing values (2025). This action is a follow-on to a previous contract in 2021, where the previous contractor provided labor, material, and equipment cost data from their commercial library in addition to developing government specific cost items that were requested. In addition to providing raw data, the contractor will be required to format the submission of the data in a manner that USACE can use to include in an updated 2024-29 USACE Cost Book. This requested service will require contractor to provide a fully updated 2024-29 Cost Book at the conclusion of this contract. The USACE Cost Book is derived from a foundation of CSI Tasks that include a crew, equipment, and material prices for a specific construction task. USACE provides its own National Labor Library and Equipment Manual but uses Cost Book data material prices and crew compositions in the USACE Cost Book.

The North American Industry Classification System (NAICS) for this requirement is 334513, Standard Size 750 employees.

THIS NOTICE OF INTENT IS NOT A FORMAL SOLICITATION OR REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice.

Interested parties may identify their interest and capabilities in writing to alan.n.inglis@usace.army.mil no later than 1:00 PM Pacific Time on August 29, 2024. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
