COMMERCIAL DATA PROGRAM (CDP) NATIONAL MESONET PROGRAM (NMP)
This Sources Sought Notice is issued solely for information and market research planning purposes. This notice is issued solely in an effort to determine capability of potential sources for the below requirement - it does not constitute a Request for Proposal, a Request for Quotation, nor an indication that the Government will contract for any of the items and/or services discussed in this notice. Furthermore, NOAA is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.
The National Oceanic and Atmospheric Administration (NOAA) via the National Weather Service (NWS) has a requirement for mesonet and other meteorological observational data via non-federal weather observing sources across the United States, thus filling the weather observation gaps in federal weather observation sources. A draft Performance Work Statement (PWS) is included for additional reference.
NOAA anticipates awarding a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price provisions based on a best value basis. The period of performance of this procurement will be for five years after date of award.
It is anticipated that the prime contractor will establish subcontracting relationships with existing non-federal mesonet networks. The prime contractor shall be responsible for all actions of the contract and subcontractors, to include inspecting the data provided by subcontractors for quality assurance and then provides the data in a format that meets NWS requirements for ingesting into NWS databases and systems. There are approximately 50 National Mesonet Program partners nationwide, not including aircraft or buoy weather data providers.
