The U.S. Army Engineer Research and Development Center (ERDC), Reachback Operations Center (UROC), CEERD-ZBT-U has determined a need for GIS support services from the ESRI Professional Advisor Services, which is available through a current GSA contract with an existing GSA Schedule Pricelist. Esri’s most current Multiple Award Schedule (MAS), GSA Contract No. GS-35F-253CA. This requirement is to be procured on a sole source basis from Environmental Systems Research Institute, Inc. (CAGE Code: 0AMS3). It has been determined that ESRI is the only company that meet the Government requirement. This includes all of the following: System Migration & Merge Planning: Refining a cloud compute environment system architecture and design to support deploying ArcGIS Enterprise. Developing an implementation plan to build out the new system architecture and configure the Esri software for the new environment. Define tasking and schedule to execute the build out. Planning a technical approach to migrate and merge system content from multiple legacy ArcGIS enterprise deployments to the new cloud environment. Content migration assessment Develop a content migration and merge plan. System Migration & Merge Execution Executing the system implementation plan. Prepare for the cloud migration taskings as defined in the implementation plan. Executing the system migrate and merging. Post-Migration and Merge Post-migration & merge system health check.

The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).  This notice of intent is for information purposes only.  This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
