Camp James A. Garfield Joint Military Training Center (CJAG) FY24 Demolition Project

The Ohio National Army National Guard (OHARNG) has a requirement for the demolition of multiple building facilities throughout Area 8 of the Camp James A. Garfield Joint Training Center (CJAG); located at 8451 State Route 5 Ravenna, Ohio 44266. This demolition service will include the removal and abatement of all hazardous material. The project will consist of 3 buildings (bldg.#’s 63850, 63836 and 63837). There will be six additional option locations outlined in the Performance Work Statement (PWS). The optional locations will be exercised at the time of award. The number of optional locations exercised will be dependent on the availability of funds.

Option 1 – Main Post Sewage Treatment (building’s SD21K, DM055 and SD021)

Option 2 – Sand Creek Sewage Treatment (building’s SD01, SD01A and SD01L)

Option 3 - Group E buildings (GE001, GE002, GE0003 and Area I Igloo B0002)

Option 4 – Area 8 Building 71848

Option 5 – Area 8 Building 71849

Option 6 – Access Control Building T2502

This solicitation is a Total Service-Disabled Veteran-Owned Small Business Set-Aside. To be eligible for award, offerors must be certified, by the SBA, as an SDVOSB in veterans.certify.sba.gov.

The Ohio Army National Guard (OHARNG) intends to evaluate quotes and make an award without discussions. An offeror may clarify certain aspects of their quote or resolve minor or clerical errors. The OHARNG reserves the right to communicate with any offeror in order to better understand an offeror’s proposal, validate interpretation and assumptions of the proposal; or facilitate the evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the quote.

Evaluation Criteria

This acquisition will be solicited as a Request for Quotes (RFQ) in accordance with FAR Part 13. The award will be a Firm Fixed Price Contract. Quotes will be evaluated IAW FAR 13.106-2(b)(3). The award will be made to the offeror whose quote, conforming to the RFQ will be most advantageous to the government considering (1) past performance (acceptable/unacceptable); and (2) price. Responsible bids shall include capability statements that demonstrate the bidder’s successful performance of demolition projects along with the remediation and abatement of hazardous materials.

Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable: Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort

Site Visit Information: There will be one scheduled site visit.

Site Visit: 8/29/24 at 11:00am.

Potential Contractors will be escorted to the construction sites.

Please include your SAM Cage code or DUNS number in your quotes. Quotes are due by 9/12/24 at 12:00 pm. You must submit your quotes to herbert.l.brown24.civ@army.mil. Faxed proposals will not be accepted.

Questions concerning this solicitation must be submitted in writing via email to herbert.l.brown24.civ@army.mil . No questions will be taken by phone. Responses to RFI’s will be posted to this RFQ in a question/answer format. RFQ’s must be submitted no later than 9/4/24 at 3:00pm.
