in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written
solicitation will not be issued.
“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
The U.S. Department of State, Bureau of Diplomatic Security (DS), Physical Security Division (PSD), Research and Development Branch (RD) has consistently conducted testing of structural systems, facades, windows, and blast effect mitigation technologies using the Department’s Design Basis Threat (DBT). DS/PSD/RD has a need to evaluate the vulnerability of physical security structural, facade, and window systems, and blast effect mitigation technologies designs developed by the Department of State (DOS), and accordingly has explosive testing performed at test sites throughout the US.
This effort shall reproduce and add to previous testing at increased charge size, setback, and additional shapes and provide for a total of fifty (50) open air blast tests using 1,000lbs, plus booster, of four charge types (Cast TNT, Flake TNT, ANFO, and C-4).
