This is a synopsis notice for satellite voice and data services utilizing the Iridium Satellite Network.

The proposed solicitation number is N69450-24-Q-0009.

The Naval Facilities Engineering Command Southeast (NAVFAC SE) Contingency Engineering Response Team (CERT) requires satellite voice and data services in order to maintain continuity of communications services during natural and man-made disasters.

The Contractor shall provide the following satellite voice and data services utilizing the brand name, Iridium Global Network, for the NAVFAC SE CERT:

1) Iridium GO! Unlimited Voice, SMS and Data Services for four GO devices

The proposed contract type is a firm-fixed price purchase order utilizing the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures.

The primary NAICS Code for this procurement is 517410 and the annual small business size standard is $44M.

The term of the satellite voice and data services under the purchase order is anticipated to be a one-year base period with four one-year option periods. In addition, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause.

Market research was performed in accordance with FAR 10.002(b)(2). As a result of the market research, the Contracting Officer recommended soliciting this requirement as a 100% small business set-aside, limited to offerors who can provide services under the brand name Iridium Global Network per the authority at FAR 13.106-1(b)(1)(i), since the Iridium Global Network is the only satellite voice and data network with the speed and reliability to ensure the NAVFAC SE CERT mission is accomplished after natural and man-made disasters. The NAVFAC SE small business office and the Small Business Administration (SBA) Procurement Center Representative concur with the size determination. As a result, the proposed Request for Quote (RFQ) will be issued as a 100% small business set-aside. All responsible providers of the Iridium Global Network may submit a quote in response to the solicitation.
