Utility Poles
JOINT BASE CHARLESTON (JB CHS), SC FA441824Q0047
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued.
(ii) FA441824Q0047 is issued as a request for quotation (RFQ).
(iii) This RFQ provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 dated 22 May 2024.
(iv) This acquisition is being issued on an unrestricted basis utilizing full and open competition. The associated NAICS code is 321113 with a 550 employees size standard.
(v) A list of line-item numbers and items, quantities and units of measure is provided in the table below

(vi) All instructions are provided within Atch-01, Utility Poles Salient Characteristics.
(vii) The Delivery FoB point is Joint Base Charleston – Weapons Station.
(viii) FAR 52.212-1, Instructions to Offerors – Commercial Items applies to this acquisition with the following Addenda;
a. Offerors shall utilize Atch-02, RFQ Price Sheet to submit offered pricing in response to this RFQ.
b. A Firm Fixed Priced Purchase Order is anticipated.
c. Offerors must submit responses to this RFQ electronically by email to Jalen Williams at jalen.williams.8@us.af.mil and Taylor McDaniel at taylor.mcdaniel.1@us.af.mil.
(ix) FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition with the following Addenda;
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
b. The following factors shall be used to evaluate offers in the following relative order of importance:
c. Price: The Government will evaluate offers by adding the total price of all CLIN’s to verify the total evaluated price (TEP) quoted. Offerors TEP’s will then be arranged, from lowest priced offer to the highest priced offer. The Government may determine an offer is unacceptable if the prices are significantly unbalanced.
d. Technical – The Government will evaluate offerors technical capability on an
Acceptable/Unacceptable basis in accordance with the table below:

Acceptable Quote meets the requirements outlined in this solicitation inclusive of the Salient Characteristics.
Unacceptable Quote does not meet the requirements outlined in this solicitation inclusive of the Salient Characteristics.
The evaluation process will begin with the lowest price offer and will continue until an offer is deemed technically acceptable. Once the lowest priced offer receives an Acceptable rating, further evaluation of the remaining quotes will continue to the second lowest offeror to establish adequate price competition. If the second lowest offer also receives an Acceptable rating, further evaluation of offerors will not take place. If the second lowest offeror does not receive an Acceptable rating, evaluation will continue until two (2) offerors are identified as receiving an Acceptable rating. Once the Government identifies two (2) offerors with an Acceptable rating, the Government will determine the lowest offeror with an Acceptable rating as being the best value to the Government based on adequate price competition. An award will be made to the lowest price technically acceptable offeror.
e. The Government intends to award a contract without interchanges with respective offerors. The Government, however, does reserve the right to hold interchanges with one, some, none, or all offerors.
(x) This is not a Defense Priorities and Allocations System (DPAS) rated acquisition.
(xi) Offers in response to this acquisition are due 27 Aug 2024, No Later Than 12:00 PM EST.
