Notice of Intent to Award a Sole Source Contract:

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE PUBLISHED.

The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm fixed price (FFP), indefinite delivery, indefinite quantity (IDIQ), contract with SmartSafety Software Inc. whose address is 77 E Idaho AVE STE 200, Meridian, Idaho 83642-2671, United States. The contract requires operations, maintenance, enhancements, and licenses to ScenePD software and the FBI’s Evidence Collection Management (ECM) System. The period of performance for this contract will be one (1) 12-month base period and four (4) 12-month option periods. This is a sole-source request under Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

The FBI is requesting a contract for the continued support of the ECM software system to include licenses associated with the diagramming package software (ScenePD Pro), continued maintenance of both ScenePD Pro and ECM, development, and support for ECM. The ECM system is currently utilizing ScenePD Pro as the diagramming package software. The diagramming package must be upgraded to the latest version of ScenePD Pro or equivalent. Maintenance of the diagramming tool includes licensing of 400 copies of ScenePD Pro and upgrades as they become available. The ECM package must be enhanced to also operate upon a wireless enabled Windows device, Android device, and/or IOS device. This package must be further enhanced to provide buttons one can click to access several new tools including, but not limited to, Hot Spot mode/Configuration, Forensic Search mode, and General Search mode.

This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov website to ensure they have the most up to date information about the acquisition. The associated North American Classification System (NAICS) code for this procurement is 541511 – Custom Computer Programming Services. SmartSafety Inc Software Inc. Is a small business under this NAICS code.

This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received no later than 10:00am ET, August 16, 2024.
