The government is seeking to purchase a Pool Diving Board, Kadena Air Base, Okinawa, Japan. It is noted that we are requesting new items only. Proposals with any refurbished equipment/parts will not be accepted.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offeror for any costs.

2. SPECIAL NOTES TO OFFERORS:

1. Basis for Award. Award shall be based on All Or None (AON), partial fills will not be accepted and made for the lowest priced item that are technically acceptable.

1. Brand Name or Equal. When using an “Equal product” to substitute the requested brand name product, the offeror must include the following: (1) MFG name, (2) Part Number, (3) illustrations, and (4) literature or description to support equal product substitution in your RFQ submission. “Or Equal” proposals will not be considered without the manufacturer’s part number and specifications or detailed catalog excerpt. If you do not provide any comment, the Government assume you are quoting on the manufacturer and part number as stated in the item description. Supplies are of domestic origin unless indicated otherwise.

1. Mandatory Registrations. To be eligible to receive an award resulting from this solicitation, offerors and proposers are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements (IAW FAR Subpart 4.11 - System for Award Management).
