This announcement is a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.204. The U.S. Army Corps of Engineers, Far East District hereby announces its intent to issue an Invitation for Bids (IFB) in accordance with FAR Part 14 for award of a project entitled, “SMYU21-1011, Repair Collective Protection System (CPS) for Korea Combat Operations Intelligence Center (KCOIC), B940, Osan Air Base, Korea,” as described within this announcement. This design-bid-build procurement will result in a firm fixed price contract.
The IFB will be made available for viewing and downloading on or about August 24, 2024.
Prospective Bidders must currently possess a U.S. Top Secret Facility Clearance Level (U.S. TS - FCL) in order to participate in this procurement. To be eligible to receive an award the prospective Bidders U.S. TS - FCL must be in effect and valid at the time of award. The bid documents, including specifications and design will be RELEASED ONLY to prospective Bidders who demonstrate possession of a current U.S. TS - FCL.
To obtain the bid documents on the date the solicitation is released, prospective Bidders must respond to this Notice not later than 3:00 P.M., 14 August 2024, Korean Standard Time (KST) by e-mail addressed to:

Attach to the e-mail the following information under the prospective Bidder’s company letterhead:
1. The name, physical and e-mail addresses and telephone number(s) of the prospective Bidder.
2. The name and contact information, with phone number(s) and return e-mail address of the prospective Bidders point of contact person.
3. Request for a copy of the Controlled Non-Disclosure Agreement.
4. The prospective Bidder’s Commercial and Government Entity (CAGE) Code. This information must match what is registered in JPAS.
5. The prospective Bidder must also register in SAM.gov under the solicitation as an interested party.
6. Indicate in the letter whether the prospective Bidder currently possesses a U.S. TS - FCL and its interest in participating in the procurement.
The Government will review the prospective Bidders CAGE to confirm possession of a U.S. TS - FCL, and will in return e-mail a Controlled Unclassified Non-Disclosure Agreement to the prospective Bidder whose U.S. TS - FCL is verified. The Bidder must return the completed and signed Agreement to the above addressees NOT LATER THAN ONE DAY PRIOR to the date of release of the solicitation.
Failure to timely provide the required response to this Notice by the date and time given above; or to return a completed, signed Agreement by the required date will render a prospective Bidder ineligible to receive the solicitation documents and participate in this procurement.
All Controlled Unclassified Information associated with this procurement must be handled in accordance with the National Industrial Security Program Manual (NISPROM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 522.22-R).
This procurement is intended to result in a firm-fixed price construction contract for the Korea Combat Operations Intelligence Center (KCOIC), building B-940; a Classified Facility project located at Osan Air Base, Korea. The work will provide mechanical improvements to the facilitys existing Collective Protection System (CPS) by replacing its outdated M49 filter system with a new M98 filter system. Work will include modernization repair work with the following principal features: removal of the current M49 filter CPS system; installation of a new designed M98 CPS filter system; provision of ducts, fans, dampers and actuators for the new CPS system; replacement of the existing fresh air system with a new ventilation air system to include a new VAHU-1 and associated duct distribution system. The contractor will repair/upgrade the electrical system associated with the mechanical system as necessary; and all systems will require a complete rebalance, testing and commissioning prior to final acceptance. The contractor will also be required to provide facility repairs as necessary, and the work will include selective demolition of components within the facility.
Site security during construction will be provided under a separate Construction Surveillance Monitoring (CSM) services contract. In addition, special procedures must be followed during construction in accordance with ICD 705 series documents and each project’s Construction Security Plan (CSP).
Performance Period: Duration of construction is estimated at eight hundred and thirty-two (832) calendar days from Notice to Proceed.
