ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Hydrophone Window, Hydrophone Cable, Thermistor Cable, and Transducer Cable. The window is required in the manufacture and repair of the SP24 TR-333 Hydrophones currently deployed in the Trident Submarine Fleet. The cables are used in the Trident Navigation Subsystem Sonar on the TR-333 Hydrophone, TR-143 Transducer and Thermistor sensors. These underwater cables are used as replacement assets during normal refit/replenish/replacement operations.
Naval Surface Warfare Center, Crane Division (NSWC-CR) has a requirement for a 5-year firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract. NSWC Crane intends to award a sole-source contracts to Ducommun Labarge, 1505 S Maiden Lane, Joplin, MO 64802, Cage Code 16275 under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, only one responsible source.
IAW FAR 6.302-1(a)(2)(ii), supplies have been deemed to be available only from the original source in the case of a follow-on contract for the continued production of highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition or (B) Unacceptable delays in fulfilling the agency’s requirements.
The basis for restricting competition to Ducommun LaBarge is to avoid over $3.5 million in cost duplication and prevent as much as three years unnecessary schedule impact. This notice of intent is not a request for competitive proposals.
All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this notice of intent, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
