This solicitation is to establish a the FY24 Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery/Indefinite Quantity (IDIQ) contract at Goodfellow AFB, TX located near San Angelo, TX. The contractor shall furnish all plant, labor, equipment, materials, transportation, services, and incidentals necessary to perform all work involved in this IDIQ. Work will consist of a broad range of maintenance, alterations, repair, and minor construction work on real property at Goodfellow AFB and the Goodfellow AFB Recreation Camp. Individual, firm-fixed price task orders will be issued on an as needed basis using the unit price book (Facilities Construction Cost with RSMeans published by Gordian). The contractor shall perform functions specified in the contract task orders for the unit price sum specified in the unit price book multiplied by the appropriate coefficient. This solicitation is set-aside for certified 8(a) business concerns. The NAICS Code for this solicitation is 236220. The cost estimating software, utilizing RSMeans Facilities Construction Cost Data, will be the e4Clicks Project Estimator. A single award will be made as a result of this solicitation. This acquisition is for the basic period plus four, one year, option periods. The basic period will begin at the time of award and continue for 365 days after award. The guaranteed minimum is $750,000.00 for the life of the contract, which will be met by the initial (4) seed task orders negotiated and issued post-award of this contract. The contract maximum is $25,000,000.00 for the life of the contract. The magnitude of this project, in accordance with FAR 36.204(c)(d) is between $100,000.00 and $500,000.00.

A site visit has been scheduled for Thursday 27 June 2024 at 9am CST. Attendees will
meet at building 723 (Powell Event Center) in the Texas Star Room. Interested parties will provide personnel information for base passes no later than 25 June 2024 at 1pm CST. Directions to building 723 are provided on Attachment 17 - Site Visit Itinerary and Map - FY24 SABER Goodfellow AFB. Verbal explanations given before award will NOT be binding. Any authorized changes to this solicitation will be made in writing by issuing an amendment(s) to the offerors. Offerors shall acknowledge the amendment(s) in block 19 of SF Form 1442 or by returning a signed copy of the amendment(s) with the offer.
