This is a Sources Sought only. The purpose of this Sources Sought Notice is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach.
The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors determine if there are any vendors, regardless of business size, that can provide the general requirements below.
GENERAL REQUIREMENTS
The Sacramento VA Medical Center (hereafter Sacramento VAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT) services. The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

Period of Performance: The intended period of performance will be for 5 years, which may begin around December 1, 2024.

As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, “Services (except construction), [the Contractor agrees] it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.
