This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures under the authority of FAR 13.106-1(b) the Contracting Officer has determined only one brand to be reasonably available. The Government intends to solicit for: purchase new NI Hardware DAQ System Components. This solicitation is a brand name, small business set-aside (justification attached). This announcement constitutes the only solicitation, and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016724Q0245. The NAICS code is 334515 and the business size standard is 750 Employees.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2024-05 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20240627. This is a Brand Name Only solicitation; however, interested parties who can provide an equal item may identify their interest to this requirement by submitting a capabilities statement no later than Tuesday, 30 July 2024 12:00 PM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition in the future. All responses shall include price(s), FOB point, a point of contact, name and phone number, cage code, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters.

Evaluation Factors (in order of importance)

1. Price – Quotes must include all applicable costs.
2. Technical – Quotes must reflect the required specifications included in the RFQ.

Quote packages are due by Tuesday, 30 July 2024 12:00 PM EST late quotes will not be considered. 1. Official Company Name;
2. Point of contact including name and phone number; and
3. Cage Code number.
