This is a pre-solicitation notice.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Sugarcane Research Center, 501 Bull Run Road, Schriever, LA 70395 has a requirement to replace a Cummins Generator. The work includes but is not limited to: The Contractor shall furnish a technical and cost proposal to supply all materials, labor, equipment, and supervision necessary to demolish and replace the Cummins Generator.

The Integrated Water Modular Building at the USDA Ardoyne Farm in Schriever was serviced by a diesel Cummins ONAN DGCA 50 kW generator originally brought from Baton Rouge ARS location in 2010. The generator is no longer functioning and needs to be replaced. The generator was controlled by an automated transfer switch (Cummins OTEC SEC 7805857) and is fed 3-phase power from a transformer approximately 100 feet away. The project will entail disconnecting the current generator, installing a new natural gas-powered generator on a platform at least 18” above the ground that’s approved by Lab personnel, installing the required natural gas line, connecting the new generator to the existing transfer switch, and disposal of old generator and 250-gallon diesel tank. The new generator must be a direct Cummins replacement for the existing Cummins ONAN generator to be installed as only Cummins will work with the existing transfer switch which will not be replaced. The direct replacement generator is available on GSA and is specified as such for compatibility with existing electrical equipment at the Lab: 40KW Diesel Standby Generator, Mfr. Part No.: C40 D6, Manufacturer: Cummins.

USDA ARS SEA intends to issue a Request for Proposals for a firm fixed priced contract. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 236220 with a size standard of $45.0 M. Contractors shall not directly contact the facility to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions.

This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The Government anticipates issuing an RFP for this requirement on about July 31, 2024. This notice does not commit the U.S. Government to contract for these services.
