THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information
regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in
determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources
which can provide the following in support of the White City VA SORCC: White City VA SORCC has a need for TV programming services to be provided and monitored for 20 televisions in
different locations throughout the facilities. STATEMENT OF WORK (SOW) 1. Contract Title. White City VA SORCC TV programming services for RRTP 2. Background. To provide and monitor TV
programming services to the White City VA SORCC, to 20 televisions in different locations throughout TP facilities. 3. Scope. Provide and monitor services for TV programming that
incorporates our inpatient veterans TV rooms, and other locations in RRTP (currently buildings 203A thru 208A). Channels must be programmed to provide any combination of Americas top 120,
sports channels, local, and in high definition. Home channels to be programmed for tv startup and tv standby. Channel programing training to be provided. 4. Specific Tasks. Provide
television programming for 20 designated televisions to receive the broadcasting via hardwired and/or wireless signal. The channels must include local programming, sports channels, and
America s top 120 all in HD. Repair, troubleshooting and programming shall be included. The contractor shall provide a toll-free number to speak with a Customer Service representative 24
hours per day, 7 days per week. If service is not restored within 2 hours, the contractor will dispatch a technician to the site to restore service. Equipment/cabling installation maps
shall be provided to COR for approval prior to installation, including re-use of existing coax if allowed*. * TV programming contractor is responsible for providing all infrastructure
needed for its self-supporting systems without compromising other systems, including but not limited to band-width and capacity. 4.1 Task 1 Provide Commercial television services 5.1.1
Subtask 1 Commercial television services. Provide and ensure a complete solution providing high quality commercial television services at the White City VA SORCC in White City, OR. All
construction, wiring, cabling required to successfully provide commercial television service must be quoted with drawings and submittals that will require approval. All equipment needed
will be provided by the contractor and will be sole responsibility of the vendor. This service will be a standalone complete system. If wireless is used to send signal to the televisions,
wireless signal shall be provided by the contractor It cannot use existing internet to send the signal. 4.1.2 Subtask 2 - Contract Management. The period of performance will be a base
with 4 years option period. Invoicing will be submitted 2 months before the new option year to the CO and COR via email, this will require a cost breakdown, services provided, and
equipment lease costs. Before each option year the VA has the right to upgrade the SOW and require an updated contract as long as it stays within scope of the project. With the changes of
the SOW the contractor will be allowed to review and request to discuss the changes and if a disagreement arises the CO will have the final authority to make the decision. 5. Performance
Monitoring The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. Periodic channel testing will be conducted by the
trained person and will be reported to the COR. If any issues arise with services, the COR will contact the Customer Service department and they will address any issues within 2 hours and
schedule an on-site visit if needed to rectify the issue within 48 hours. There will be monthly meetings with the COR, trained personnel, end-users (optional), and subcontractors to
discuss trouble tickets, issues, and updates. Meeting minutes will be emailed out after the monthly meeting that will include a monthly report of all project deliverables, which usage
reports, trouble tickets, upgrades reports, maintenance, etc. 6. Security Requirements There are no security issues with this contract. 7. Government-Furnished Equipment
(GFE)/Government-Furnished Information (GFI). None 8. Other Pertinent Information or Special Considerations. In case there is more tv s requiring commercial television programming, there
needs to be a plan to be able to add more. a. Identification of Possible Follow-on Work. As the facility grows the need for more TVs with service will be required. This will need to be an
optional task, that can be requested during the option years. In case there is a building outside RRTP that needs commercial television another optional task will need to be requested
during the option years. b. Identification of Potential Conflicts of Interest (COI). None c. Identification of Non-Disclosure Requirements. None d. Packaging, Packing and Shipping
Instructions. None e. Inspection and Acceptance Criteria. The contractor is responsible for replacing any outdated equipment, to ensure quality television services. New products require
submittals for approval by the COR these submittals will require the reason for the upgrade and explain all aspects of what the new equipment will do. The equipment will also require
inspection by the trained person or the COR to ensure the item meets the standard, after any upgrade testing will be required to ensure the system is running with the new enhancements of
the upgrade. 9. Risk Control None 10. Place of Performance. Work will be provided at the White City VA SORCC for equipment issues. Virtual work may be provided if services can be
rectified. Contractor is responsible for any travel to the White City VA SORCC. 12. Period of Performance. Period of performance will be a base year, and include 4 years option periods.
