*** National Oceanic and Atmospheric Administrations (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Software Solutions.com, C/O: Brenton Consulting LLC of Northville, MI for development of an individual based (IBM) of invasive carps, native fishes and lower food web in the Sandusky River estuary, and simulate the population growth of grass carp and potential population growth of bigheaded carps in that river, and resulting effects on the western Lake Erie food web located in Lake Erie, Michgan.
***The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) is that Brenton Consulting LLC is the only known source that has the experience in using a multi-species IBM to model impacts of invasive European Ruffe on a western Lake Superior food web, expericence modeling bighead and silver carp impacts on the Illinois River food web, and experience modeling invasive carp effects on the Maumee River/Western Lake Erie food web. Brenton Consulting LLC has experience in the past over the same geographic locations and this is the only technical known source of expertise in the multispecies individual-based bioenergetics modeling to simulate invasive species impacts on the Great Lakes.
The period of performance will be from date of award through 8/14/2025.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the governments requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
