The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Asphalt Systems Ohio, Inc. (CAGE: 37TA4 / UEI: WXPJFU7C17M9) for the purchase of one (1) Biorestor Computerized Sprayer System for Asphalt Rejuvenators.

The Airfields and Pavements Branch (APB) has been tasked by the US Air Force Civil Engineer Center (AFCEC) to evaluate asphalt pavement rejuvenation for agile combat employment operations. All pavements deteriorate over their designed service lives, requiring periodic maintenance activities to keep serviceability at satisfactory levels. AFCEC has previously used this spray system to apply rejuvenators in the field. Because of this, additional studies are required of the system for future research projects and potential use in contingency applications. There are other contingency spray systems, however, the Biorestor spray system is the only system that is small enough to fit in the back of a pick-up truck while maintaining precise application capability, which is one of the unique requirements for this action. Biorestor’s computerized sprayer is the only spray system capable of spraying asphalt rejuvenator at very low application rates (i.e.,0.01 to 0.04 gallon per square yard). AFCEC requested ERDC to evaluate this specific spray system as the scope of the project. Asphalt Systems Ohio is the only known vendor for Biorestor’s spray system. As a result, Asphalt Systems Ohio is the only vendor capable of meeting the government’s requirement.

The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 324122, Asphalt Shingle and Coating Materials Manufacturing, with a size standard of 1,100 employees. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
