Presolicitation Notice

This notice is posted in accordance with Federal Acquisition Regulation (FAR) 36.213-2 Presolicitation Notices and FAR 36.204 Disclosure of the Magnitude of Construction Projects.

The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Quote for a firm fixed price construction purchase order for Eagleview Recreation Area Fence Replacement in Douglas County, Oregon.

The work to be done includes the provision of labor, equipment, supplies, and materials for the removal, modification, and replacement of the fence at both the Eagleview Maintenance yard and the Eagleview Camp host shelter. This work encompasses several tasks. Firstly, the demolition of approximately 550 linear feet of wood fence, including pickets/panels, posts, concrete collars, brackets, bolts, and nails. Secondly, the removal and disposal of the old wood fence, concrete, brackets, and any other waste generated during the fence removal process. Additionally, the gate inspection/maintenance and replacement of the gates wood paneling/fascia at the maintenance yard are required. The drawings and specifications attached provide the necessary requirements for this task. Furthermore, the construction of an 8-foot-tall replacement wood fence is to be carried out at two locations within the Eagleview campground. This includes approximately 400 linear feet at the maintenance facility and approximately 150 linear feet at the camp host lot. The drawings and specifications attached also outline the requirements for this construction task. Lastly, all wood is to be sealed before installation, and the fence should be stained and/or painted prior to installation.
Location: Work location under this Contract is in Douglas County, Oregon. The work location address is 1771 Bullock Rd., Oakland, OR 97462.

This procurement will be a SMALL BUSINESS SET ASIDE. The solicitation is anticipated to be issued under FAR Part 13 and 15 procedures on or about July 2, 2024. All responsible sources may submit a proposal which shall be considered by the agency.

The magnitude of this construction project is between $25,000 and $100,000.

The performance period window is September 1, 2024, to November 1, 2024. Project will take 30 days to complete.

The NAICS code is 238990 and the small business size standard is $19 million.

One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements.

One or more of the items under this acquisition is subject to Buy American-Construction Materials.

The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1.

The technical/non-price evaluation factor is Relevant Experience where technical/non-price evaluation factors, when combined, are significantly more important than price.
